Suwon Special City Wins Grand Prize at Gyeonggi Province's 'Proactive Administration Best Practices Competition'

Nation's First 'Integrated, Customized Electronic Notification' Case Automatically Linked with Postal Mail

Suwon Special City (Mayor Lee Jae-jun) received the Grand Prize at the 'Gyeonggi Province 2026 Proactive Administration Best Practices Competition' held on the 11th at the Convention Hall of the Gyeonggi Arts Center, presenting its case titled 'Nation's First! Integrated, Customized Electronic Notification Automatically Linked with Postal Mail.'

This year's competition finals featured 18 cases from 8 cities and counties and 10 public institutions that passed the preliminary rounds. Suwon City competed in Group A alongside Namyangju City, Goyang City, and Hwaseong City, and was selected for the Grand Prize.

Suwon City presented the 'integrated, customized electronic notification' case automatically linked with postal mail, which was built for the first time in the nation by the Tax Administration Division. It is a proactive administration case that improved the delivery system by automatically linking postal mail and electronic notifications so that citizens can more conveniently check administrative notices.

By linking non-face-to-face participation guidance with electronic notifications during resident registration fact-finding surveys, the city significantly raised the non-face-to-face participation rate and reduced on-site visits by neighborhood representatives by 250,000 cases compared to 2024. Recognizing the excellence of the policy, the Ministry of the Interior and Safety is promoting its expansion and adoption to local governments nationwide.

In addition, the city shortened the period for receiving parking violation fine notices from more than 10 days to 3 days. By establishing a system that automatically processes mobile transmissions as well as paper notifications for those who have not read them, it improved civil convenience and work efficiency.

Furthermore, the city became the first in the nation to introduce a mobile voice notification service for the visually impaired, enabling them to access administrative information immediately.

Suwon City greatly expanded the range of mobile notifications from 4 types to 33 types, enhancing citizen convenience and administrative efficiency, and is also achieving savings of more than approximately 500 million won in postal fee budget each year.

A Suwon City official said, "We are pleased to have our efforts to improve administrative procedures from the perspective of citizens recognized," adding, "We will continue to pursue innovative proactive administration that citizens can feel in their daily lives."
