Hwaseong Special City Mayor Jeong Myeong-geun: "Neighborhood and Village Heads Are Core Community Leaders and a Solid Bridge"
Hwaseong Special City held the '2026 Hwaseong Special City Neighborhood and Village Head Competency Enhancement Training' on the 11th at the Grand Ballroom of the Purmir Hotel in Annyeong-dong.
The training was arranged, with 225 neighborhood and village heads attending—centered on newly appointed ones—to enhance their job competency and to reaffirm their roles and responsibilities as community leaders.
The training consisted of a Part 1 lecture on the theme of the roles and leadership of neighborhood and village heads, and a Part 2 lecture composed of communication and participation-oriented programs. Part 1 examined the roles that neighborhood and village heads perform in the field and the attitudes they should have as community leaders, while Part 2 reaffirmed the importance of communication and cooperation through participatory programs.
Ahead of the lectures, the city also introduced the key functions and usage methods of 'Smart Village Broadcast,' a village broadcasting application dedicated to neighborhood and village heads. Smart Village Broadcast is a mobile village broadcasting system that allows neighborhood and village heads to use their smartphones to deliver village news, administrative information, and disaster and safety information to residents. It is expected to complement existing broadcasting equipment and help swiftly deliver information that residents need.
Hwaseong Special City Mayor Jeong Myeong-geun, who visited the training site that day, encouraged the neighborhood and village heads, saying, "Neighborhood and village heads are core community leaders who listen to residents' voices from the closest position to citizens and connect the administration with residents." He added, "To realize the ninth popularly elected administration's vision of 'Happiness for All, a Greater Hwaseong,' the role of you neighborhood and village heads—who build an administration together with citizens based on the values of growth, inclusion, and fairness—is very important."
He continued, "I hope this training helps enhance communication capabilities with residents and lead the community," and "Going forward, we will spare no necessary support so that neighborhood and village heads can serve as a solid bridge connecting residents and the administration."
Meanwhile, about 1,000 neighborhood and village heads are currently active across 29 eup, myeon, and dong in Hwaseong Special City. They perform various roles as community leaders connecting the administration and residents, including promoting city policies, gathering residents' opinions, identifying welfare blind spots, supporting resident registration fact-finding surveys, cooperating with civil defense work, and revitalizing resident communities.
