Rep. Yeom Tae-young Pushes for Legislative Reform to Protect Jeonse Fraud Victims' Priority Purchase Rights
Rep. Yeom Tae-young (Democratic Party, Suwon District) announced on the 19th during a plenary session of the National Assembly's Land, Infrastructure and Transport Committee that he will pursue legislative reform to protect victims in cases where multiple jeonse fraud victims' priority purchase rights conflict during the auction process of victim properties.
Rep. Yeom's push comes from the recognition that although legislative amendments passed on May 12 strengthened victims' priority purchase rights, unexpected side effects have emerged in multi-unit residential buildings with multiple victims as their interests collide.
In fact, in a multi-unit residential building in Hwaseong City, two of four victims requested purchase by the Korea Land and Housing Corporation (LH), while another victim hoped to win the bid directly, resulting in a conflict of priority purchase rights. The current system grants priority to victims wishing to purchase directly, which could infringe on the interests of multiple victims.
Rep. Yeom stated, "When there are multiple victims and conflicts of interest arise among them, a proviso clause is needed to permit sales only to public housing entities to protect the interests of the majority of victims," and emphasized, "Public purchase support for all victims better serves the public interest than individual victims monopolizing profits."
He also called for establishing legal grounds for 'specialized public rental housing' that combines residential spaces tailored to the characteristics of residents—such as youth, the elderly, and people with disabilities—with non-residential services including care and self-reliance support. Specialized public rental housing involves social economy entities such as social enterprises and cooperatives in operations and has received positive evaluations in the field.
Rep. Yeom stated, "This aligns with the government's August 13 measures emphasizing expanded supply of non-apartment and lease-purchase housing, but it continues to be omitted whenever related consultations proceed," and added, "Given that the field continues to request prompt action, I urge Committee Chair Yu Ui-dong and the Ministry of Land, Infrastructure and Transport to actively push for rapid passage of this bill."
