Yongin Mayor Lee Sang-il: "Central Government Must Provide Power and Water Supply for Samsung-SK Hynix Industrial Complex"
Yongin Mayor Lee Sang-il emphasized on the 26th that for the successful operation of the Advanced System Semiconductor National Industrial Complex (Samsung Electronics) in Cheoin-gu, Dong-eup and Namsaeup, and the Yongin Semiconductor Cluster General Industrial Complex (SK Hynix) in Wonsanmyeon, the central government must smoothly proceed with timely supply of power and water without any disruption.
The mayor attended the "9th Good City Forum 2026" held at Perum Tower in Jung-gu, Seoul, and delivered a keynote speech titled "The Future Drawn by Yongin Renaissance 2.0."
The mayor stated, "The Samsung Electronics National Industrial Complex site development was delayed by more than six months due to obstruction by some ruling factions and power transmission opposition groups," and said, "In this situation, Samsung Electronics moved up the operational timing of the first fab by six months from the second half of 2030 to the second half of 2029, so from now on, site development must be expedited so that fab construction can commence in the second half of next year."
He further emphasized, "Power for Fabs 1 and 2 will be supplied through an LNG (liquefied natural gas) power plant to be built within the national industrial complex, so the central government must make efforts to ensure this proceeds smoothly. Regarding water supply from Paldang Dam, some neighboring cities oppose the burial of pipelines, so the central government and Gyeonggi Province must resolve this issue."
The mayor also stated, "Regarding the construction of Samsung Electronics Fabs 3, 4, 5, and 6, and SK Hynix Fabs 3 and 4, the central government must persuade groups opposing power transmission to Yongin and promptly resolve transmission issues so these fabs can operate on schedule ahead of plan. The central government must also ensure the second phase of water supply from Paldang Dam necessary for these six fabs' operation proceeds without any disruption."
The mayor said, "Yongin Special City has pursued and achieved several initiatives for the successful development of the Advanced System Semiconductor National Industrial Complex during the previous administration, including exemption from preliminary feasibility studies, expanded income tax deductions for relocated residents, expanded land-for-land compensation, and provision of relocation sites for residents and exclusive industrial complexes for relocated companies. Now the current government must play an active role in resolving remaining issues such as power and water supply."
The mayor stated, "A plan to develop national industrial complexes in 15 cities nationwide, including Yongin, was announced on March 15, 2023, but so far only Yongin has received approval for the industrial complex plan," and advised, "The candidate sites for national industrial complexes in the other 14 cities are also very important for this nation and the regional economy, so the current government must pay active attention to them."
The mayor said, "After the announcement of the national industrial complex development plan in March 2023 and before the current government's launch in December 2024, the previous administration held 7 inter-agency task force meetings under the Ministry of Land, Infrastructure and Transport to review the national industrial complex project. However, the current government has not held a single review meeting in over 1 year and 3 months since its launch," and stressed, "The government must review the progress not only in Yongin but also in the other 14 regions, listen to local opinions, and make active support efforts."
The mayor said, "The reason Samsung Electronics and SK Hynix lead and compete for 1st and 2nd place globally is because numerous small and medium-sized parts and materials companies are positioned around these anchor enterprises. When parts and materials companies are located within about an hour's driving distance from anchor company fabs, problems in semiconductor production can be addressed immediately, and the competitiveness of the ecosystem is rooted in part in distance."
Mayor Lee Sang-il said, "Yongin's semiconductor project is directly connected to Yongin's future but is also an undertaking for the Republic of Korea, so I hope everyone will unite their efforts so these projects can succeed. Yongin City will provide sufficient administrative support necessary and will actively cooperate with the central government and related organizations such as Korea Land and Housing Corporation."
