Gyeonggi Province Completes Policy Research on Non-Urban Land Use…Plans to Revise Management Standards
Gyeonggi Province announced on the 18th that it has completed 'Policy Research on Rational Land Use in Non-Urban Areas' aimed at enhancing growth potential and residential stability in non-urban regions such as eastern and northern Gyeonggi, and promoting rational land use suited to regional conditions.
The research was pursued since March to establish management directions that comprehensively consider development demands in non-urban areas, protection of residential living zones, and conservation of natural environments. The province plans to revise management standards for non-urban areas based on the research results.
The province surveyed the current status of relevant standards in major cities to reflect changed regional conditions and field demands, and gathered opinions through expert consultation meetings and discussions with municipalities.
In particular, the province reviewed land use plans that could prevent reckless development while enhancing growth potential and improving residents' living conditions in non-urban regions such as eastern and northern Gyeonggi, where large-scale development is difficult due to multiple regulations including the Capital Region Adjustment Planning Act and the Han River System Act.
The research examined directions for adjusting land use zones necessary for improving residents' living environments, such as renovation of aging buildings, by considering regional infrastructure and land use conditions. It also presented directions for rationally reviewing unreasonable land use constraints arising from business activities through deliberation by urban planning committees.
Based on the research results, Gyeonggi Province plans to revise management standards for non-urban areas to enable comprehensive review of the designation purpose and necessity for change of land use zones, conformity with higher-level plans, capacity of infrastructure, and environmental and disaster impacts.
Lee Myung-seon, director of the Spatial Strategy Division of Gyeonggi Province, stated, "We will continuously improve the system so that residents and businesses in eastern and northern regions, which have been relatively neglected compared to major cities, can reduce inconveniences experienced in the field, and areas requiring conservation can be systematically managed."
Meanwhile, according to the 'National Land Planning and Utilization Act,' urban areas encompassing residential, commercial, and industrial zones are being managed through district unit plans, but non-urban areas such as agricultural and forestry zones and natural environment conservation areas are experiencing sporadic development activities.
