Gyeonggi Province Completes Policy Research on Land Use in Non-Urban Areas…Plans to Reorganize Management Standards
Gyeonggi Province announced on the 18th that it has completed the 'Policy Research on Rational Land Use in Non-Urban Areas' aimed at enhancing growth potential and residential vitality in non-urban areas such as the eastern and northern regions of Gyeonggi, and promoting rational land use suited to local conditions.
This research, pursued since March, was conducted to establish management directions that comprehensively consider development demands in non-urban areas, protection of residents' living communities, and conservation of natural environments. The province plans to reorganize management standards for non-urban areas based on the research results.
The province investigated the operational status of relevant standards in major cities to reflect changed regional conditions and on-site demands, and gathered opinions through expert consultation meetings and talks with municipal and county governments.
In particular, in non-urban areas such as eastern and northern Gyeonggi where large-scale development is difficult due to multiple regulations including the Metropolitan Regulation Planning Act and the Han River System Act, the province examined land use plans that can prevent indiscriminate development while enhancing regional growth potential and residents' living conditions.
The research examined directions for adjusting zoning to improve residents' living environments, such as renovation of deteriorated buildings, considering regional infrastructure and land use conditions. It also presented directions for rationally reviewing unreasonable land use constraints arising from business activities through urban planning committee deliberations.
Based on the research results, Gyeonggi Province plans to reorganize non-urban area management standards to comprehensively review the designation purpose of zoning and necessity for changes, consistency with higher-level plans, infrastructure capacity, and environmental and disaster impacts.
Lee Myung-seon, Director of the Spatial Strategy Division of Gyeonggi Province, stated, "We will continually improve the system so that inconveniences experienced by residents and businesses in the eastern and northern regions, which have been relatively neglected compared to major cities, are reduced, and areas requiring preservation are systematically managed."
Meanwhile, under the 'National Land Planning and Utilization Act,' urban areas encompassing residential, commercial, and industrial zones are undergoing planned management through district unit plans and other measures, while non-urban areas such as agricultural and forestry zones and natural environment conservation areas are mainly experiencing sporadic development activities.
