Nam Jong-seop, Speaker of the Gyeonggi Province Assembly (Democratic Party, Yongin District 3), is expanding the scope of coordination for the enactment of the 'Local Assembly Act' from metropolitan assemblies nationwide to basic councils.

Speaker Nam, who serves as chairman of the Korea Metropolitan/Provincial Assembly Speakers Association, met on the afternoon of the 30th in Yeosu with Lee Sang-ju, chairman of the Korea City/County/District Council Speakers Association (Speaker of Sinan County Council), and Park Il-bae, senior vice chairman (Speaker of Yangsan City Council), to discuss cooperation measures for the enactment of the Local Assembly Act within this year.

Park Jong-hyuk, secretary general of the Metropolitan/Provincial Assembly Speakers Association (Speaker of Incheon Metropolitan Assembly), Shin Min-ho, chairman of the Metropolitan/Provincial Assembly Operations Committee Chairpersons Association (Operations Committee Chairman of Gwangju Metropolitan Assembly), and Choi Jong-hyun, head of the Gyeonggi Province Assembly's Local Assembly Act Enactment Promotion Task Force, also attended the meeting.

The two major associations of local assemblies decided to jointly respond to the enactment of the Local Assembly Act with both metropolitan and basic councils coordinating their efforts, and to work together in conveying the demands of the local assembly field to the National Assembly and the government.

Speaker Nam particularly proposed that the nationwide basic and metropolitan councils participate together in the 'National Local Assembly Members Conference' to be held at the National Assembly on the 27th to demonstrate joint commitment to the enactment of the Local Assembly Act and the strengthening of the independence and autonomy of local assemblies.

Speaker Nam previously attended the opening ceremony of the '2026 Local Assembly Academy' held in Daejeon on the morning of that day and emphasized the necessity of nationwide local assembly coordination for the enactment of the law within this year among participating council members. The academy was attended by 131 local council members and assembly officials from across the nation.

Subsequently, Speaker Nam attended the 'Korea Metropolitan/Provincial Assembly Operations Committee Chairpersons Association 12th Term, First Half, 2nd Regular Session,' confirmed common ground with operations committee chairpersons from metropolitan assemblies nationwide on the necessity of enactment of the Local Assembly Act, and emphasized cooperation for enactment within this year.

Meanwhile, Speaker Nam, following the adoption of the 'Proposal Urging Expedited Enactment of the Local Assembly Act' as the first agenda item of the 20th Association's first half at the interim session of the Korea Metropolitan/Provincial Assembly Speakers Association held the previous day, continues joint action for the enactment of the Local Assembly Act by further expanding cooperation with city, county, and district councils.
