Pyeongtaek City to Make Construction Environment More Transparent and Professional
[Suwon Ilbo=Reporter Seo Dong-young] Pyeongtaek City announced on the 13th that it will improve and implement procedures for selecting construction technology service operators and new technologies·patent construction methods to create a more transparent and specialized construction environment.
According to the city, in the past, when selecting construction technology service operators and new technologies·patent construction methods for existing government-funded projects, there were cases where evaluator selection procedures were not standardized, with the contracting department and the technical advisory committee operating department each selecting evaluation committee members during assessments of project execution capability (PQ), technical personnel (SOQ), technical proposal (TP), and construction method review.
Going forward, the city has decided to standardize the selection procedure by having the city's technical advisory committee create a candidate member ranking list through random recommendation, and then drawing final evaluation committee members by lot in the presence of the Office of Audit.
Additionally, when assessing project execution capability (PQ), the city will include a minimum of one external evaluator. For technical personnel (SOQ) and technical proposal (TP) assessments, the city plans to improve the evaluator selection ratio by expanding external evaluators to constitute more than half of the committee, thereby raising expertise and transparency.
For new technology·patent construction method selection, the city will also ensure fairness and transparency by standardizing the selection method through the city's technical advisory committee.
The city has also established measures to provide construction method companies with opportunities to present their proposals and enable evaluation committee members to conduct more objective and professional evaluations.
For construction methods of 1 billion won or more, the city will apply segmented evaluation methods including a first quantitative assessment followed by a second qualitative assessment that includes a public briefing. For construction methods of 300 million won or more but less than 1 billion won, selection will be made through the city's technical advisory committee, thereby expanding participation opportunities for small-scale new technology companies with limited track records and improving results.
Previously, the city amended its ordinance in March to increase the number of technical advisory committee members and limit reappointment to one term, allowing more experts to participate as new committee members.
Pyeongtaek Mayor Jung Jang-seon said, "Through improvements to the construction technology service operator and new technology·patent construction method selection procedures, we will secure transparency and expertise, and in particular, expand participation opportunities for small and medium-sized enterprises in new technology and patent construction methods, thereby creating a more transparent and professional construction environment."
