Rep. Hong Ki-won Introduces Partial Amendments to Military Noise Prevention Act
[Suwon Ilbo=Reporter Seo Dong-young] Hong Ki-won, a member of the National Assembly and chair of the Land, Infrastructure and Transport Committee (Democratic Party of Korea·Pyeongtaek City District A), introduced on the 8th partial amendments to the "Act on Noise Prevention and Damage Compensation for Military Airbases and Military Shooting Ranges (Military Noise Act)."
The current law was enacted to efficiently promote compensation for damage incurred by residents due to noise from military airbases and military shooting ranges, thereby guaranteeing a pleasant living environment for residents.
The law stipulates provisions for compensation payments for damage caused by noise; however, there have been continued suggestions that a lack of comprehensive support measures may result in insufficient assistance.
Furthermore, ahead of the implementation of a damage compensation system for military airbase and shooting range noise, group complaints are occurring among residents in areas surrounding military airbases and shooting ranges. Although compensation payment has become possible without legal disputes such as lawsuits, this is because noise reduction measures at the level of support provided to neighboring areas of civilian airports are not included.
The core of the amendment introduced by Rep. Hong is to support education and cultural projects so that support for "military airbase and shooting range noise damage," which has been relatively insufficient in resident assistance, matches the level of "civilian airport noise damage" support.
Rep. Hong Ki-won stated, "I will continue to make efforts to improve the welfare of local residents by ensuring support is provided at a similar level to areas near civilian airports that receive substantial support under the Aircraft Noise Prevention Act," and added, "If the amendment passes, I believe it will be of some help to local residents who have sacrificed for national security for approximately 60 years."
