Suwon Establishes Generative AI-Based 'High-Risk Socially Isolated Youth Prevention System'...First in Nation
[Suwon Ilbo=Reporter Jung Jun-sung] Suwon Special City announced on the 8th that it will establish a generative AI-based prevention system for high-risk socially isolated youth, marking the first such initiative among local governments nationwide.
Generative AI is an artificial intelligence technology that creates new similar content by utilizing existing content such as text, audio, and images.
The city was selected in April for the ‘2024 Digital Social Issues Resolution Project Competition’ organized by the Ministry of Science and ICT (entrusted to the National Information Society Agency), and plans to select a business operator in September. System construction will take place from October through February next year, with pilot service operations beginning in March next year.
The ‘Construction of a Generative AI-Based Prevention System for High-Risk Socially Isolated Youth’ that the city submitted is a service that manages and supports youth and young adults in crisis isolation from the youth stage onward, enabling them to receive continuous assistance through isolation-exit and reclusion-exit support. This project is jointly led with Hwaseong City, working together from system construction through implementation.
Key components of the prevention system include △generative AI-based empathetic counseling service △training data construction △customized exercise kiosk.
The system will be designed to reduce the loneliness and disconnection felt by youth, encourage them to act positively and participate in social activities, and support crisis prevention. The total project budget is 1.2 billion won.
The ‘Generative AI-Based Empathetic Counseling Service’ provides counseling that feels similar to conversation rather than survey-style methods to high-risk socially isolated youth by utilizing generative AI. The content and patterns are analyzed to diagnose user status and analyze counseling intent.
Based on the generative AI-based counseling results, face-to-face counseling operated by the Suwon Youth and Young Adults Foundation and online and offline activity programs are provided to support external activities of youth and young adults in crisis isolation.
‘Training Data Construction’ involves building training data for generative AI-based counseling and diagnosis, while the ‘Customized Exercise Kiosk’ provides personalized exercise guidance to youth using multimedia learning (exercise) kiosks.
A city official stated, “We view youth isolation and reclusion not as individual problems but as social issues, and will provide AI-based public services for isolated and reclusive youth and young adults in welfare blind spots.” The official added, “We will provide support to effectively address the problems faced by youth and young adults in crisis isolation.”
