Suwon Special City, Grade 4 Promotions and Transfers effective October 1, 2026
■ Kwon Jung-hee, Director of Safety Bureau (Promoted to Provincial Secretary)
Kwon Jung-hee began her civil service career in July 1993 in Jeongja 2-dong, Jangan-gu. Following her promotion to section chief in July 2021, she served as head of Maetan 3-dong in Yeongtong-gu, director of Administrative Support Division for Yeongtong-gu, director of Business Job Creation Policy Division at the Economic Policy Bureau, director of Policy Planning Division at the Planning and Coordination Office, and director of Administrative Support Division at the Planning and Coordination Office. Since July 2026, she has been serving as director of Family Policy Division at the Women and Family Department.
She has held key positions in core departments responsible for city administration planning, coordination, and organizational management. While serving as director of the Business Job Creation Policy Division, she played a role in building a business foundation by promoting the establishment of the "Suwon Enterprise New Light Fund." Through her work as director of Policy Planning and Administrative Support divisions, she earned recognition for her planning and coordination abilities in coordinating overall city administration and leading the organization stably.
She is recognized for her outstanding judgment in tasks, ability to coordinate current issues, and strong execution capability. She earns the trust of junior staff through her listening style and open communication, and enjoys strong credibility within the organization.
■ Won Sun-ho, Director of Autonomous Education Bureau (Transfer)
Won Sun-ho began his civil service career in 1992 in Hwaseo 2-dong. After his promotion to section chief in January 2022, he served as head of Jowon 1-dong in Jangan-gu, director of Accounting Division at the Economic Policy Bureau, and director of Regional Economy Division.
He was promoted to Provincial Secretary in February 2026 and served as director of the Economic Free Zone Promotion Task Force, systematically preparing for the designation of an economic free zone and working to attract advanced enterprises and investment. He receives high marks for his outstanding ability to effectively resolve major city administration issues through strong execution capability. His meticulous work style serves as an example for his colleagues.
■ Yang Hwang-gyeong, Director of Living Cost Reduction Promotion Task Force (Acting Grade 4)
Yang Hwang-gyeong began his civil service career in 1993. Following his promotion to section chief in January 2023, he served as head of Maetan 1-dong in Yeongtong-gu and as secretary to the mayor. Since January 2025, he has been serving as spokesperson, accumulating broad experience across city administration.
Through his roles as secretary to the mayor and spokesperson, he demonstrated competence in coordinating complex issues and clearly organizing key matters. He is recognized for his decisive execution capability and political acumen. As director of the Mayor's Office Living Cost Reduction Promotion Task Force, he will work to identify living cost reduction policies that citizens can tangibly feel in their daily lives.
He is expected to concentrate his capabilities on promoting tangible livelihood policies that carefully examine inconveniences and burdens in citizens' lives, identify necessary policies, and translate them into actual benefits.
■ Kim Hyung-soo, Director of Citizen Communication Bureau (Acting Grade 4)
Kim Hyung-soo began his civil service career in 1993 in Seryu 1-dong, Gwonseon-gu. He accumulated rich administrative experience by passing through major departments including General Affairs Division, Planning and Budget Division, Policy Planning Division, and Autonomous Administration Division.
Following his promotion to section chief in August 2022, he served as head of Younghwa-dong in Jangan-gu and director of Tourism Division at the Culture, Youth and Sports Bureau. Since January 2024, he has served as director of Autonomous Decentralization Division at the Planning and Coordination Office. He is recognized for his outstanding ability to proactively and carefully promote major issues based on his broad understanding of overall city administration and his rational and clear judgment.
He is praised for his superior leadership and command ability in stably leading the organization—swiftly setting work direction while carefully attending to details and communicating openly with staff. As director of the newly established Citizen Communication Bureau, he is expected to further activate citizen communication functions, a core value of Suwon, and serve to disseminate city administration direction and achievements throughout citizens' daily lives.
