Property Declarations of Newly Elected Gyeonggi Province Officials from June 3 Local Elections...Provincial Leaders and Council Members' Asset Status

Property registration details of newly elected senior officials in Gyeonggi Province through the June 3 local elections were disclosed on the 29th. Real estate and financial assets such as deposits comprised the main assets, while the scope of reported assets varied by official.

According to data released by the Government Officials Ethics Committee and the Gyeonggi Province Officials Ethics Committee, Governor Choo Mee-ae reported 3.697 billion won and Superintendent of Education Ahn Min-seok reported 1.815 billion won.

Governor Choo reported a building valued at 1.052 billion won and deposits of 2.465 billion won, among other assets. Governor Choo's assets increased by 383.15 million won compared to the reported amount of 3.314 billion won at the time of resignation from the National Assembly in April. Governor Choo's office explained that the change in assets was due to the sale of the existing residence and fluctuations in financial assets.

The disclosure targets included newly elected provincial governors, superintendents of education, and provincial council members through the local elections. Public officials who were reelected while maintaining their existing positions were excluded from the scope of new property registration.

There are 10 newly elected mayors and county heads in Gyeonggi Province subject to property registration disclosure. Their average reported assets are 1.358 billion won.

Gunpo Mayor Han Dae-hee reported the highest amount at 3.150 billion won, while Yangju Mayor Jung Deok-young reported the lowest at 294.49 million won. The difference between the two reports is approximately 10.8 times. This is not a figure comparing the assets of all 31 mayors and county heads across Gyeonggi Province.

Provincial Council Members Average 1.043 Billion Won...City and County Council Members Also in the 1 Billion Won Range

The average reported assets of 87 newly elected Gyeonggi Province council members subject to property disclosure is 1.043 billion won. Council Member Lee Seong-won reported the highest at 6.541 billion won, followed by Council Member Choi Mi-geum at 5.944 billion won and Council Member Han Un-ok at 5.074 billion won. Council Member Kim Seung-gi reported negative assets of minus 105.7 million won, as liabilities exceeded assets.

The average reported assets of 287 city and county council members totaled 1.059 billion won. Among them, 110 council members (38.3%) reported assets of 1 billion won or more, while 116 members (40.4%) reported less than 500 million won.

This disclosure reveals the scale and composition of assets of newly elected officials, and it is difficult to determine the legality of asset formation or conflicts of interest in the course of public service based solely on the amount of reported assets.

The Government Officials Ethics Committee and the Gyeonggi Province Officials Ethics Committee plan to conduct reviews of the disclosed property registrations within three months of disclosure. If necessary, the review period can be extended for an additional three months. Going forward, review items are expected to include whether reported assets contain omissions or errors, the process of asset formation, and relevance to official duties.
