Suwon Opens Public Recruitment for Garbage Incineration Facility Site; Above-Ground to be Cultural and Sports Space

Suwon Metropolitan City (Mayor Lee Jae-jun) will publicly recruit candidate sites from December 7 through December 6 to replace the aging resource recovery facility located in Youngtong-gu.

When a final candidate site is selected, support measures for residents, including resident convenience facilities and resident support funds, will also be established.

Suwon City posted a public notice regarding the candidate site recruitment on its website (www.suwon.go.kr) on December 7. The new resource recovery facility will have a daily processing capacity of 500 tons and will handle municipal waste incineration for the entire Suwon metropolitan area. The required site area is 53,300 square meters (approximately 16,000 pyeong).

Applicants must include corporations, organizations, and resident representatives who have obtained the consent of over half of households within 300 meters from the boundary of the proposed site. If the proposed site is private land, consent to purchase from 80% or more of landowners must be obtained.

Corporations, organizations, resident representatives, and others wishing to apply must submit documents including the site candidate application form to the Suwon City Sanitation and Resources Division by December 6. Detailed information, including forms for required documents, can be found on the Suwon City website announcement/notice board.

Suwon City plans to select candidate sites based on criteria including residents' willingness to attract facilities, degree of isolation from residential areas, ease of land acquisition and compensation, and accessibility for incoming and outgoing vehicles.

The budget for resident convenience facilities is 53.3 billion won. Suwon City provided examples of convenience facility components, including ▲indoor swimming pool and children's water park ▲indoor recreational sports facilities for 10 different sports ▲year-round sledding slope ▲glamping site ▲100-meter observation tower utilizing the smokestack.

A resident support fund worth approximately 3 billion won annually will be used for households living within 300 meters of the facility and educational institutions. Support will be provided annually during the operation period of the resource recovery facility. There will also be job creation for residents, discounted and priority-use benefits for convenience facilities, and support for resident business ventures.

A Suwon City official stated, "The new resource recovery facility will have underground incineration facilities while the above-ground area will be designed as a large-scale cultural and sports complex space," adding, "If there are no applications for recruitment, Suwon City will announce the optimal candidate site reviewed internally and accelerate the project."
