Suwon Human Rights Center Releases Decision Case Digest on Human Rights Violations

The Suwon Human Rights Center has published the '2023-2025 Suwon Human Rights Center Decision Case Digest,' which compiles human rights violation cases that occurred in public sectors including workplace harassment, sexual harassment, power abuse, and age discrimination, along with decision standards.

The Suwon Human Rights Center selected and disclosed 10 key decision cases from among human rights violation cases and institutional improvement cases handled from 2023 to 2025 in the decision case digest.

The digest includes nine decision cases on human rights violations—such as sexual harassment in the workplace by Suwon City civil servants, human rights violations against complainants, workplace harassment within Suwon City public institutions, and age discrimination in the reappointment process of community leaders—and one recommendation for institutional improvement (recommendation for improving the workplace harassment response system at Suwon City local public institutions).

The collection is structured to allow verification of concrete human rights violation judgment standards for each case by including the facts, main issues of the cases, and judgment and recommendation details regarding human rights violations. It contains detailed sections including ▲decision content ▲decision rationale ▲summary of application ▲summaries of the parties' claims (applicant and respondent) ▲established facts ▲judgment ▲conclusion.

The collection broadly addresses human rights issues that can arise from various relationships related to public administration, including civil servants, public employees, fixed-term civil servants, social service workers, public institution workers, and complainants.

The Suwon Human Rights Center published its first decision case digest in 2017. The '2023-2025 Suwon Human Rights Center Decision Case Digest' is the fourth published case digest.

The Suwon Human Rights Center is able to independently investigate human rights violation cases arising in connection with operations at Suwon City and its affiliated institutions, funded institutions, and facilities or organizations receiving the city's support. When it determines that a violation constitutes human rights abuse, it issues a recommendation for correction to the investigated institution.

The Suwon Human Rights Center plans to distribute the decision case digest to national public institutions and related human rights organizations to serve as reference material for human rights research and prevention of human rights violations. The digest can be downloaded by searching '2023-2025 Suwon Human Rights Center Decision Case Digest' on the Suwon City website (www.suwon.go.kr).

An official from the Suwon Human Rights Center stated, "We produced the human rights center decision case digest so that citizens and the public service sector can examine human rights violation cases and judgment standards together," adding that "by containing the investigation and judgment results of actual human rights violation cases, it will be able to serve as practical reference material for judgment when similar cases arise."
