Suwon Mayor Yom Tae-young: "Should Praise Proactive Civil Servants Rather Than Hold Them Accountable"

[Suwon Ilbo = Reporter Seo Dong-young] Suwon Mayor Yom Tae-young stated, "Even if minor issues arise with civil servants who are pioneering new paths through proactive administration, we should praise them rather than hold them accountable."

On the 17th, Mayor Yom Tae-young said at the 'Online Training on Proactive Administration for Suwon City Civil Servant Mindset Innovation', "We must encourage civil servants to take proactive action in everything," and "We will create an environment where civil servants can implement policies creatively."

The 'Proactive Administration Training' held in a non-face-to-face format on that day proceeded with remarks from Mayor Yom Tae-young and a lecture by Park Jong-poong, commissioned lecturer of the Ministry of Personnel Management. Employees watched the lecture held at the City Hall Grand Auditorium online.

Mayor Yom Tae-young emphasized, "We must convert the regulatory system to a 'comprehensive negative method'," and stated, "We must change to a 'negative method' where everything except OOO is permitted, creating an environment where civil servants can take proactive action."

Comprehensive negative regulation is the opposite concept of positive regulation, which means 'only approved things are allowed'. It means 'everything is permitted except what is not allowed.' It is a method of first permitting and then applying post-regulation if necessary.

The city inspected all autonomous regulations in October and November of last year, discovered tasks for converting to comprehensive negative regulation, and established improvement measures.

Mayor Yom Tae-young urged, "Civil servants must always match citizens' perspectives and resolve issues occurring at the site," and stated, "If there are no systems necessary for proactive administration, let us take the lead in creating those systems."

Park Jong-poong, commissioned lecturer of the Ministry of Personnel Management, explained the concept and necessity of proactive administration, prior consultation and exemption systems, field case-focused proactive administration, cases of passive administration, and exemption cases.
