Gyeonggi Province Assemblywoman Cho Byeong-jin Proposes 'RAS Certification System' Linked to University Admissions... Education Superintendent An Min-seok "Will Actively Reflect"

Cho Byeong-jin, assemblyman of the Education Planning Committee of Gyeonggi Province Assembly (Democratic Party, Uijeongbu District 4), met with Gyeonggi Province Education Superintendent An Min-seok at the Gyeonggi Province Office of Education on the 2nd and proposed the introduction of a 'RAS certification system' to systematize RAS education linking Reading, Arts, and Sports and connect it with university admissions.
Assemblyman Cho pointed out that while RAS education, which integrates Reading, Arts, and Sports, supports balanced growth for students, high school students may have low motivation to participate in activities due to entrance examination and academic burden. He emphasized the need for a systematic operational foundation that goes beyond simple experiential activities to discover students' interests and aptitudes, and allow activity experiences to lead to career exploration and university admission preparation.
The key of this proposal is to establish a certification system that recognizes students' activity experiences and growth processes in stages. The plan is to set certification criteria by participation, inquiry, and reflection stages across six areas including reading and humanities, career, physical education and arts, clubs, and research, and comprehensively recognize not only the quantity of activities but also the inquiry process, reflection, and career-linked efforts.
As an operational method, the proposal suggests utilizing existing creative experiential learning time to operate a period of intensive RAS activities from after the final exam until before the break. The plan is to enhance on-site applicability by having the Education Office establish basic operational models and certification standards, while allowing schools to autonomously select and operate programs according to educational conditions and student needs.
Education Superintendent An Min-seok expressed his empathy with the intent of the proposal on that day and stated his intention to actively reflect it in policy.
Assemblyman Cho Byeong-jin said, "RAS education should not end at providing diverse experiences, but should lead to the power for students to discover their interests and aptitudes and design their futures. A system that systematically recognizes not only what students have experienced but also what they have explored and how they have grown in the process is necessary."
He continued, "We need to make certification standards and operational models concrete so that students' RAS activities lead to career exploration and academic planning and can be meaningfully utilized in the university admission process. Based on the opinions of the Education Office and school sites, I will support the introduction of an effective system."
