Suwon Receives Excellent Grade in 'Public Institution Integrity Evaluation' for Third Consecutive Year

[Suwon Ilbo=Reporter Jung Jun-sung] Suwon announced on the 27th that it achieved the accomplishment of receiving an excellent grade for integrity for three consecutive years, receiving Grade 2 (Excellent) in the Anti-Corruption and Civil Rights Commission's '2022 Public Institution Integrity Evaluation.'

The Anti-Corruption and Civil Rights Commission measures integrity perception (internal and external integrity surveys), integrity efforts (anti-corruption work performance evaluation), and corruption status for 501 organizations including central administrative agencies, metropolitan local governments, basic local governments, provincial offices of education, and related public organizations, and calculates comprehensive integrity scores.

Suwon received Grade 2 (out of 5 total grades) for comprehensive integrity in the evaluation of 75 municipal basic local governments.

Suwon's comprehensive integrity score was 79.4 points (out of 100), which was 2.8 points higher than the average for municipal basic local governments (76.6 points). In particular, 'integrity effort,' which evaluates anti-corruption work performance and policy effectiveness, scored 90.7 points, 13.1 points higher than the average (77.6 points).

This is interpreted as a result of Suwon establishing and implementing the '2022 Comprehensive Integrity Improvement Plan' with a vision of 'an integrity-trusted Suwon Special City' that is trusted by citizens.

The comprehensive plan consists of 4 areas and 20 detailed implementation tasks: △ institutionalized 'integrity' (anti-corruption infrastructure building) △ practiced 'integrity' (improving unreasonable practices) △ collaborative 'integrity' (spreading integrity culture) △ internalized 'integrity' (fostering integrity awareness).

Detailed implementation tasks included △ enactment of the 'Ordinance on Eliminating Abusive Practices by Those in Power and Supporting Victims' △ enactment of 'Suwon City Public Officials Conflict of Interest Prevention Guidelines' △ implementing MZ generation and integrity communication meetings △ operating autonomous internal control and 'public officials self-management system' △ private-public collaborative integrity governance administration △ operating 'integrity fact-checking' quiz contests △ organizational culture improvement campaign with labor unions.

A city official said, "This evaluation is the result of all public officials continuously working hard to create an integrity-trusted Suwon Special City for citizens," and added, "We will do our best to further enhance integrity and achieve the highest excellent grade."
