Mayor Yeom Tae-young to Develop 1.2 Trillion Won 'Suwon R&D Science Park'

Suwon City will develop a 300,000-square-meter 'Suwon R&D; Science Park' to foster technology-intensive industries such as BT and NT in Western Suwon, an area that had been left out of development.
Mayor Yeom Tae-young announced the Suwon R&D; Science Park development plan at a city policy briefing on the 1st and stated, "By concentrating future growth-driving industries in Western Suwon, true balanced development between east and west will be completed."
The Western Suwon Science Park site covers 352,000 square meters of urbanization-planned land in Ipbuk-dong and Guun-dong, Gwonseon-gu. The city commissioned the Gyeonggi Research Institute of Development on the 7th of last month to conduct a feasibility study on the 'Western Suwon R&D; Complex Development Urban Development Project.'
The city plans to proceed with an urban development project using a public development method in which the city directly purchases and develops the land in the target development area, and then sells the completed land to advanced technology-intensive enterprises as research sites.
The science park will concentrate on high-value-added research and development facilities such as research and development (R&D;) facilities, educational research centers, and support centers, and will be composed of neighborhood commercial facilities, residential facilities, and commercial facilities to enable self-sufficient functions within the complex.
The city initially planned the science park target site at 300,000 square meters and commissioned a feasibility study, but plans to expand it to 1 million square meters in consideration of future growth conditions and develop it into a core high-tech industrial cluster in the Seoul metropolitan area connecting Seongnam, Pangyo, Dongtan, and Ansan.
The city plans to prepare pre-consultation documents with the Ministry of Land, Infrastructure and Transport along with the feasibility study this year, complete the urban development zone designation and development plan study next year, commence the project in 2015, and complete it in 2019.
The development project cost is estimated at a total of 1.2 trillion won, comprising 150 billion won in city funds and 10.5 trillion won in capital from the private sector selected as a mixed-use developer. The city expects that upon completion of development, 16,400 jobs will be created, an annual economic effect of 1.633 trillion won will be generated, and an added value effect of 590 billion won will be created.
In Western Suwon, land at the Seodun-dong Agricultural Training Institute (31,000 square meters) and Omokcheon-dong Livestock Science Institute (223,000 square meters) will be supplied for residential use, and the Tap-dong National Institute of Horticultural and Herbal Science (87,000 square meters) and Gwonseon Administrative Town Hinterland (61,000 square meters) will be designated as central commercial sites. The city stated that relocation sites of public institutions are expected to play a synergy role in urban development together with the science park.
Additionally, among the 5.25 million square meters of Suwon Airport, for which the transfer procedure is in progress, including a proposal submitted to the Ministry of Defense last month, advanced research complexes and residential complexes, as well as the Suwon Industrial Complex (1.26 million square meters) in the Gosaek-dong area are expected to become the foundation for fostering technology-intensive industries in Western Suwon.
The city received an allocation of 340,000 square meters of greenbelt release volume from the government in August of last year, and was approved by Gyeonggi Province in January of this year for the 2030 Suwon Urban Master Plan, which reflects 352,000 square meters of urbanization-planned land in the Ipbuk-dong area, thereby proceeding with the Suwon R&D; Science Park development.
Mayor Yeom Tae-young stated, "The global economy is being restructured around technology-intensive industries through the securing of high-level talent," and "I will make Western Suwon a starting point that invigorates regional and national economies by fostering advanced technology-concentrated manufacturing and service industries."
