Namyangju, Hanam, and Gwacheon Districts Designated as '3rd New Cities' in Full Swing

[Suwon Ilbo=Park No-hun Reporter] Following the government's confirmation to announce the designation of four large-scale residential sites covering over one million square meters in the Namyangju, Hanam, and Gwacheon areas as 'Public Housing Districts,' the creation of the '3rd New Cities' with a scale of 105,000 housing units is entering full swing.
In particular, unlike the existing 1st and 2nd new cities, which were led by LH (Korea Land and Housing Corporation), the '3rd New Cities' are expected to be developed as the first-ever 'locally-participated new cities' with Gyeonggi Province and Gyeonggi Urban Development Corporation participating directly as 'joint project operators.'
The province plans to develop the '3rd New Cities' as 'future-type new cities tailored to each region with both jobs and residences' through measures such as 'transportation solutions first' and 'strengthening self-sufficient functions,' while actively implementing 'Gyeonggi Province-style housing policies focused on ordinary citizens' including 'return of development profits' and 'post-sale system.'
According to the province on the 13th, the Ministry of Land, Infrastructure and Transport is scheduled to confirm and announce on the 15th the designation of four large-scale residential sites in the province covering over one million square meters as 'Public Housing Districts': ▲Namyangju Wangsuk 1·2 Districts (11.34 million ㎡/66,000 units) ▲Hanam Gyosan District (6.49 million ㎡/32,000 units) ▲Gwacheon Gwacheon District (1.55 million ㎡/7,000 units). With a total scale of 105,000 units, this represents one-third of the government's 'plan to supply 300,000 units in the Seoul Metropolitan Area.'
Following the completion of the Ministry's 'Public Housing District' designation, the '3rd New Cities' to be developed in the Namyangju, Hanam, and Gwacheon areas are expected to undergo district plan approval in the second half of 2020 and begin construction in 2021.
In particular, in accordance with the government's policy for 'locally-participated' development, Gyeonggi Province (Namyangju Wangsuk 1·2 Districts, Hanam Gyosan, and Gwacheon) and Gyeonggi Urban Development Corporation (Hanam Gyosan and Gwacheon) are now able to participate as 'joint project operators' in the '3rd New Cities.'
The province plans to develop the '3rd New Cities' as ▲new cities premised on 'healing first, development after' ▲new cities that can fulfill their original function as living spaces ▲future-type self-sufficient cities where 'workplaces and living spaces' coexist, as announced by Gyeonggi Province Governor Lee Jae-myung of the 7th civil administration last December.
Through comprehensive transportation measures and enhanced self-sufficient functions, the plan is to create '3rd New Cities' differentiated from existing new cities that have experienced side effects such as 'becoming bedroom communities' by promoting co-development and shared prosperity with existing cities.
In particular, the province is committed to actively implementing 'Gyeonggi Province-style housing policies focused on ordinary citizens' such as 'disclosure of multi-unit housing construction costs,' 'return of development profits to residents,' and 'introduction of post-sale system.'
To this end, the province plans to develop specialized strategies unique to the '3rd New Cities' in consideration of various development projects currently being pursued in the province, while organizing and operating task force teams by sector to ensure optimal development plans are jointly reviewed.
Kim Jun-tae, director of the Provincial Urban and Housing Bureau, said, "We will make efforts to minimize disparities among residents due to new city development and also prepare co-prosperity measures that can link the 3rd new cities with existing cities. Since this is the first time that local governments and local organizations like Gyeonggi Province and Gyeonggi Urban Development Corporation are participating, we will do our best to set an exemplary case."
