Pyeongtaek City Holds Second-Half Budget Rapid Execution Review Meeting
[Suwon Ilbo=Reporter Seo Dong-young] Pyeongtaek City held a "2019 Second-Half Budget Rapid Execution Review Meeting" on the 22nd at the Department of External Relations to revitalize the local economy.
The meeting, presided over by Mayor Jung Jang-seon and attended by approximately 30 people including directors of departments and divisions as well as heads of major project departments, focused on intensive discussions regarding the status of budget execution and measures to improve the execution rate. Mayor Jung ordered all-out efforts to achieve a 90% budget execution rate by the end of this year.
As of the 21st, the city has executed 1 trillion 919.1 billion won, or 64%, of the 3 trillion 73 billion won in rapid execution target amounts (including the Urban Development Corporation) that include supplementary budget.
The sluggish execution rate was analyzed as being due to delays in preliminary procedures and consultation and compensation coordination for major investment projects.
The city plans to implement responsibility management by all department heads, conduct daily inspections of underperforming projects among those valued at 2 billion won or more, hold periodic review meetings targeting underperforming departments, shorten the required time for emergency bidding through announcements, and promote rapid budget execution through early advance payment and intensive consultation on executable compensation targets.
Mayor Jung Jang-seon stated, "The economy is in a downturn due to Korea-Japan economic friction and weakening consumption and investment sentiment in the private sector," and urged "all departments to make every effort toward rapid budget execution for revitalizing the local economy."
