Ministry of Defense to Conduct Noise Measurements at 10 Points Near Suwon Air Base from Sept. 21-27
[Suwon Ilbo=Reporter Seo Dong-young] The Ministry of Defense will conduct the "first-phase noise measurement for investigating the noise impact of Suwon Air Base" at 10 points over seven days from September 21 to 27.
This is the first step toward compensating residents near Suwon Air Base for noise damage.
The measurement target areas are 10 points finalized at a noise impact investigation briefing held in August, which included experts and resident representatives. These include: ▲Anryong Elementary School (Gokbanjeong-dong) ▲Commercial area in front of Miyoung Apartment (Seryeo-dong) ▲Peace House (Pyeong-dong) ▲Seohoo Elementary School (Seodun-dong) ▲Tapdong Elementary School (Tapdong) ▲Samhwan Apartment Building 15 (Guun-dong) ▲Geosan Apartment Building 102 (Geumgok-dong) ▲Homaesil GS Apartment Building 115 (Homaesil-dong) ▲Gohyeon Elementary School (Gosaek-dong) ▲Suwon Gwonseon Dream Green Building 110 (Omokcheon-dong), among others.
This noise measurement is being conducted in accordance with the "Law on Noise Prevention and Damage Compensation for Military Air Bases and Military Shooting Ranges," following the regulations for noise impact investigation at military air bases.
Continuous measurement and recording of 24 hours each will be conducted at points 1.2 to 1.5 meters above ground or floor level at each location. Aircraft noise measurements at the measurement points, as well as aircraft operation frequencies, training details, and other notable noise from parking areas will also be recorded.
Suwon City particularly selected the measurement period by taking into account the annual training schedule of the military air base, flight operations, weather conditions such as wind direction, and a scheduled four days of nighttime flight training. Additionally, residents in the area are being informed that they can participate in all processes.
The noise measurement results will be used as a basis for designating and announcing noise control areas, and subsequently for determining military noise damage compensation.
After analyzing and verifying the first-phase noise measurement results and the second-phase noise measurements scheduled for February to April of next year, noise control areas will be designated and announced in December 2021, and subsequently, affected residents will receive compensation payments starting from 2022.
In particular, after the implementation of the relevant law, residents can receive compensation without filing lawsuits.
A city official stated, "We will conduct this noise impact investigation fairly and transparently by actively involving resident representatives and experts," and added, "Through accurate investigation of areas affected by noise, we will make active efforts to ensure that local residents receive just compensation for military noise damage."
