Suwon to Recruit Resident Participation Budget Proposal Projects Worth 4.8 Billion Won
[Suwon Ilbo=Reporter Jung Jun-sung] Suwon City announced on the 21st that it plans to carry out 'resident participation budget proposal projects' for 2023 budget compilation by investing 4.8 billion won—800 million won in municipal administration and 4 billion won in regional projects—and will accept applications from citizens until May 31.
The resident participation budget proposal projects include small-scale projects that improve inconveniences residents feel in their daily lives, resident autonomy projects tailored to village characteristics, and projects that enhance residents' welfare and quality of life that the city wants to reflect in Suwon City's budget compilation.
The recruitment fields are 'municipal participation type (municipal administration field)' and 'district participation type and dong-level autonomous planning type (regional field)'—two themes and three project types.
'Municipal participation type' is for projects benefiting citizens, while 'district participation type' and 'dong-level autonomous planning type' are for proposing daily life-oriented projects aimed at resolving inconveniences for residents in the jurisdiction and residents of pilot dong autonomous committees, as well as resident joint projects and village autonomous community projects suited to regional characteristics.
The city plans to select resident participation budget projects to be promoted next year by subjecting citizen-proposed ideas to 'reviewing proposals by departments and gathering local resident opinions (May-June)', 'deliberation and adjustment by the Suwon Resident Participation Budget Committee (July-August)', and other procedures.
Applicants can apply at the Suwon City website (https://www.suwon.go.kr) under 'Citizen Participation → Resident Participation Budget Project Proposals' or submit a project proposal form at city, district, or dong civil service windows.
Projects for 2023 budget compilation will only be accepted until May 31, and proposals submitted after that will be reviewed next year.
Meanwhile, the resident participation budget system is a system that guarantees residents' participation in the budget compilation process through legal and institutional means. The city enacted the 'Suwon Resident Participation Budget System Operating Ordinance' in 2009, completely revised the ordinance after the start of the 5th civilian-elected administration in 2010, and has been implementing the system in earnest since 2011.
