Gyeonggi Province Allocates 734,000㎡ of Industrial Zone Land to Yongin, Hwaseong, and Dongducheon

[Suwon Ilbo=Reporter Park No-hun] Gyeonggi Province will allocate 734,000㎡ of industrial zone land outside of industrial complexes to three cities—Yongin, Hwaseong, and Dongducheon—in the second half of this year to vitalize regional economies and prevent haphazard development.

According to the province on the 6th, based on the "Fourth Capital Region Readjustment Plan (2021-2040)," provincial governors receive allocations from the Ministry of Land, Infrastructure and Transport (MOLIT) in three-year units (2021-2023) for industrial zone land outside of industrial complexes that can permit new factory construction or expansion. MOLIT approves the allocation of the governor's share based on detailed project plans submitted by the province and municipal governments.

Provincial governors then allocate portions to each city and county after reviewing alignment with higher-level plans and examining project plans.

The province received approval from MOLIT for a total of 1.84 million㎡ of the entire 2.38 million㎡ allocated to the province through 2023 in two phases in June last year and June this year. In 2021, 621,000㎡ (Yongin, Hwaseong, Namyangju) and in the first half of 2022, 432,000㎡ (Yangju) were allocated to each city.

In the second half of this year, the province plans to allocate 734,000㎡ comprising 24,000㎡ to Yongin City, 125,000㎡ to Hwaseong City, and 585,000㎡ to Dongducheon City (approximately 102 soccer fields of 7,140㎡ each).

The second half allocation will be finalized after reviewing detailed project plans including location appropriateness, land use plans, and infrastructure plans for the three cities.
Accordingly, the total allocation to cities and counties from the province's approved industrial zone land outside of industrial complexes amounts to 1.787 million㎡ (75% of the total).

Since Gyeonggi Province's 2.38 million㎡ allocation automatically expires after 2023, the province plans to allocate the remaining 593,000㎡ without delay through demand surveys from cities and counties and inspections of project implementation progress.

According to plans submitted by each city when receiving MOLIT approval for industrial zone land outside of industrial complexes, Yongin City plans to promote planned management of individually located factories through comprehensive redevelopment of aging factories and areas with mixed uses, and attract factories relocating from overcrowding-restricted zones.

Hwaseong City plans to guide factory locations linked to nearby industrial facilities, such as attracting Hyundai-Kia supplier companies, while preventing haphazard development through systematic and planned redevelopment. Dongducheon City plans to discover regional economic opportunities through large-scale factory attraction and contribute to balanced development between northern and southern Gyeonggi Province.

Hong Ji-seon, Director of Urban Housing at Gyeonggi Province, stated, "The current allocation rates in the province are 16.7% for the south and 83.8% for the north, allocating more to the north to achieve balanced development between the two regions."

Industrial zones outside of industrial complexes refer to sites of 30,000㎡ or larger designated as industrial zones under the "National Land Planning and Utilization Act" and sites designated for industrial use in district unit planning zones and development promotion zones under the "National Land Planning Act."

Despite not being industrial complexes, they allow for new factory attraction and contribute to the development of respective areas.
