Yongin City Selects Outstanding Proactive Administrative Cases for First Half of 2025 to Enhance Citizen Happiness

[Suwon Ilbo=Reporter Choi Gi-ho] Yongin Special City announced on the 28th that it has selected a case resolving the issue of selecting a site for a new residential waste incinerator as the most outstanding proactive administrative initiative implemented to improve citizens' quality of life and safety.

The city held the '2025 First Proactive Administration Committee' meeting in the city hall video conference room on the 26th and reviewed seven cases of outstanding proactive administration for the 'first half of 2025,' selecting three for outstanding grades, and two each for encouragement and effort grades.

As a result of the review, 'Waste Incinerators Are No Longer Nuisance Facilities,' which addressed negative perceptions of residential waste incinerators and resolved difficulties in selecting sites for new incinerators, was chosen as the most outstanding proactive administrative case.

This proactive administrative case received high praise for the city's efforts to communicate correct information about incinerators and actively engage with local residents during the site selection process for the 'Yongin Green Eco Park (tentative name),' a resource recovery facility under development, thereby forming a consensus on the necessity of residential waste incinerators.

The city processed a maximum of 300 tons of residential waste per day at the Yongin Environmental Center in Geum-eo-ri, Pogok-eup, Cheorin-gu, and a maximum of 70 tons per day at the Suji Environmental Center in Pungdeokcheon-dong, Suji-gu, but faced the need to expand residential waste treatment facilities due to aging infrastructure and rapid urban expansion.

The city proceeded with expanding new residential waste treatment facilities, anticipating the need to treat an average of 720 tons of waste per day by 2030, but encountered difficulties in selecting a site due to negative public opinion.

Accordingly, the city's Resource Circulation and Resource Facilities Management Team organized communication sessions for local residents and made efforts to dispel negative perceptions through facility tours and case introductions. As a result, the city successfully secured a site for a new residential waste treatment facility in Deokseong-ri, Idong-eup, Cheorin-gu, last December.

For the establishment of 'Green Eco Park,' a new residential waste treatment facility, the city plans to strictly manage environmental substances such as dioxin generated during incineration, invest 50 billion won, and establish a complex cultural and sports facility, observation tower, water play area, swimming pool, and exhibition hall. The city also plans to construct water and sewage facilities and road infrastructure to enhance citizen convenience.

'Securing Golden Time for Citizens' Lives through the Construction of a Metropolitan Emergency Vehicle Priority Signal System,' which shortened the time to transport emergency patients to large hospitals by expanding the road priority signal system to other cities in Gyeonggi Province, was also selected for the outstanding proactive administration grade.

This project expanded the emergency vehicle priority signal system, which was operating only within Yongin, to neighboring cities. As a result of applying the priority signal system, the time required from Kangnam Hospital in Yongin to Ajou University Medical Center in Suwon was reduced from 16 minutes 13 seconds to 7 minutes 20 seconds, cutting approximately 8 minutes 53 seconds and securing the golden time. This was evaluated as proactive administration that can save precious lives.

Institutional improvements to transform into a global semiconductor industry hub also received the outstanding proactive administration grade.

'Improving Permit Procedures for Timely Operation of Semiconductor Production Lines,' which received an outstanding grade in the review, was cited as an administrative case that efficiently improved building permit procedures for the 'Yongin Semiconductor Cluster General Industrial Complex' in Wonsam-myeon, Cheorin-gu, where SK Hynix is investing 122 trillion won.

To enable the production lines (Fab) of the 'Yongin Semiconductor Cluster General Industrial Complex' to operate on schedule, the city changed a procedure that previously required plan modifications when individual lot construction plans differed from the industrial complex plan. Now, building permits can be processed conditionally, and development plans can be changed afterward.

Through this, it is expected that the permit processing period for industrial complex development plan changes can be shortened by approximately 1-3 months.

In addition, 'Another Achievement for Yongin City Development: Lifting Duplicate Regulations on 1.13 Million Pyeong of Waterfront Areas in Pogok, Mohyeon, and Yurim,' which lifted waterfront regulations on approximately 1.13 million pyeong around the Gyeongan Stream in Pogok-eup, Mohyeon-eup, and Yurim-dong in Cheorin-gu, which were subject to dual restrictions from military facilities protection zones and waterfront zones, was selected for the encouragement grade.

Additionally, 'Settle All Taxes at Once, Solve It Smartly with Kakao Talk,' which allowed citizens to easily check local tax and non-tax delinquent notices, refunds, and disabled parking violation fines sent via paper bills through Kakao Talk, also received the encouragement grade.

Selected for the effort grade were 'Removing Waste Appliance Emission Stickers for the First Time in Korea, Yongin City Offers Free Waste Appliance Disposal!' and 'Smart Travel with One Ticket Yongin Tour Pass.'

Mayor Lee Sang-il stated, "As Yongin develops brilliantly as a mega-project in the semiconductor industry, we achieved good results by requesting proactive administration that can quickly resolve problems in daily life so that all citizens living in Yongin can lead happy lives," and added, "We will pay attention to and support the seven outstanding proactive administration cases so they can become sustainable policies."
