Suwon City Establishes Nation's First 'Integrated Mobile Electronic Notice System'
[Suwon Ilbo=Reporter Jung Jun-seong] Suwon City has established the nation's first 'integrated mobile electronic notice system'.
Additionally, the scope of mobile electronic notices has been expanded to 18 categories.
Suwon City held a 'completion report meeting for the mobile electronic notice system expansion project' on the 5th in the conference room of City Hall.
The mobile electronic notice service introduced by Suwon City in November of last year utilizes certified electronic document intermediaries such as Kakao and KT to send notices and guidance documents to recipients' smartphones registered under their names.
Electronic notices are sent using registered resident number linkage information regardless of whether recipients have applied for electronic notices. Recipients can check the notices on their smartphones.
Suwon City has established an integrated system to enable individual departments to easily utilize the mobile electronic notice service.
With the establishment of the integrated mobile electronic notice system, the scope of electronic notices has been expanded from the existing 6 categories to 18 categories, including parking violation notices, resident registration issuance notification letters, military noise compensation decision notices, and others.
Additionally, functions have been implemented including △parking violation fine revenue linkage △resident registration fact investigation guidance and resident registration card issuance notification △local tax refund guidance △notice payment △delinquent taxpayer guidance for regular local tax payments △integration with postal systems for unreceived and unread recipients.
In particular, Suwon City is the first in the nation to send mobile electronic notices for non-face-to-face resident registration fact investigation participation guidance.
This is expected to respond to citizens' preference for non-face-to-face investigations and reduce the burden on community leaders and responsible civil servants from home visits.
The system automatically classifies mobile electronic notice non-readers and legal entities subject to paper mail delivery and has established a one-stop system for paper notice production and delivery processes by linking with the Korea Post system.
Since the introduction of the mobile electronic notice service, clear effects of improved tax collection rates within the payment period are being observed.
The collection rate for the regular local license tax in January 2025 increased by 3 percentage points compared to the previous year, the collection rate for the regular automobile tax in June increased by 6.3 percentage points, and the collection rate for the regular property tax in July 2025 increased by 2.3 percentage points.
Additionally, by converting notices previously sent via registered mail—such as local tax and non-tax revenue delinquent guidance documents and parking violation notices—entirely to electronic notices, an estimated 460 million won in annual postal delivery costs will be saved.
The report meeting was attended by Lee Won-gu, Director of the Economic Policy Bureau of Suwon City, officials from departments responsible for establishing and operating the mobile electronic notice system, and related business contractors.
An official from Suwon City stated, "We have pursued the expansion project for the mobile electronic notice system to proactively respond to the digital transformation and AI (artificial intelligence) era," and added, "We will continue to create a convenient and swift administrative environment that citizens can experience based on digital technology."
