Yongin Special City Establishes 7th Fine Dust Seasonal Management Implementation Plan...to be Promoted Through March Next Year

[Suwon Ilbo=Reporter Choi Ki-ho] Yongin Special City announced on the 4th that it has established the "7th Fine Dust Seasonal Management Implementation Plan" and will implement it through March next year to reduce fine dust.

The fine dust seasonal management system, which began in 2019, is a system that strengthens fine dust emission reduction and management from December each year through March of the following year when fine dust concentrations are high.

During the seasonal management period, the city aims to achieve an ultra-fine dust concentration of 25㎍/㎥ and will promote 24 projects across five departments: △Transportation △Industry △Public Health Protection △Interdepartmental Cooperation △Public Sector.

In the transportation sector, operational restrictions on Grade 5 emission vehicles will be implemented.

Mayor Lee Sang-il stated, "Fine dust concentrations increase during winter, so we have sought stronger measures for fine dust emission reduction and management," and added, "Through the 7th Fine Dust Seasonal Management Plan, we will systematically implement and carry out sector-by-sector reduction measures."

The city will check vehicle emission gas low-emission conversion and eco-friendly vehicle support, and periodically inspect vehicle exhaust emissions (idling). From now through March next year, the city will restrict Grade 5 emission vehicle operation on weekdays excluding weekends and holidays from 6 a.m. to 9 p.m. Violations will result in a fine of 100,000 won.

In the industrial sector, the city plans to intensively crack down on illegal air pollutant emissions from business facilities and conduct integrated inspections of dust-heavy industries that are air emission facilities and constantly generate fugitive dust.

To protect public health, the city will conduct special inspections of ventilation and air purification equipment operation in multi-use facilities such as subway stations and libraries, and will operate 21 fine dust shelters.

In addition, in four intensive management areas, including Yeokbuk-dong in Choin-gu, which was designated as a fine dust intensive management area this year, the city will conduct fine dust response and prevention education and special inspections of proper operation of fine dust reduction facilities.

To reduce road resuspended dust, the city will designate 10 sections totaling 20.2 km as intensive management roads using road cleaning vehicles and will operate urban reclaimed water supply systems and automatic road surface cleaning systems.

To eliminate illegal burning in rural areas, the city plans to conduct traveling education for farmers and operate three crushing support teams to enable proper treatment of agricultural residues.

The city has also entered into voluntary agreements with 13 large construction sites in the region on the 26th of last month to reduce fine dust at construction sites.

Construction companies participating in the agreement include △SK EcoPlant Co., Ltd. △Daekwang Construction Co., Ltd. △LT Sambo Co., Ltd. △Daewoo Engineering and Construction Co., Ltd. △Dongbu Construction Co., Ltd. △GS Construction Co., Ltd. (2 locations) △Hoban Industries Co., Ltd. △Lotte Engineering and Construction Co., Ltd. △Youngjin General Construction Co., Ltd. △POSCO E&C Co., Ltd., and have agreed to voluntarily participate in activities to reduce fugitive dust through March next year.

During the period when emergency fine dust reduction measures are in effect, work that generates large amounts of fugitive dust will have its schedule adjusted or shortened, and environmental management personnel will be deployed to strengthen fugitive dust management around construction sites. Additionally, the use of old construction machinery without low-emission measures will be restricted, and roads near construction sites will be cleaned using water spraying vehicles.

Furthermore, the city will conduct regular inspections of waste incineration facilities during the seasonal management period and improve operating methods to reduce fine dust generation causes, and will implement a two-car system for administrative and public institution vehicles when emergency fine dust reduction measures are issued.
