Guri Urban Development Corporation Holds Interim Report Meeting on Topyeong 2 District Project
[Suwon Ilbo=Reporter Um In-yong] Guri Urban Development Corporation held an interim report meeting on the 18th at Guri City Hall for the 'Concept Master Plan and Basic Planning Service' project related to the Guri Topyeong 2 Public Housing District. The corporation shared key pending issues to be reflected in the district planning with city officials.
The Guri Topyeong 2 Public Housing District, which was designated by the Ministry of Land, Infrastructure and Transport on December 31 of last year, targets an area around Topyeong-dong in Guri City adjacent to the Han River and spans 2.76 million square meters (approximately 830,000 pyeong). It is evaluated as the last large-scale developable area within Guri City.
Furthermore, in February, the Korea Land and Housing Corporation (LH) announced a design competition for the Topyeong 2 District. After selecting a design contractor in April, the corporation plans to complete an application for district plan approval to the Ministry of Land, Infrastructure and Transport by the end of this year through a Master Plan meeting process composed of experts.
Separately, Guri City and Guri Urban Development Corporation have been pushing forward with a 'Concept Master Plan and Basic Planning Service' project since June 2024 to develop the highly anticipated Topyeong 2 District as a 'self-sufficient smart green city where work (職), residence (住), and leisure (樂) are harmonized.'
At this interim report meeting, a draft plan was presented that comprehensively reviewed specialized development plans including self-sufficient functions to be introduced within the Topyeong 2 District and consultation opinions submitted by related departments of Guri City. Guri City plans to actively request these items to the Ministry of Land, Infrastructure and Transport and Korea Land and Housing Corporation (LH) during the district planning process and reflect them in the project.
Additionally, Guri Urban Development Corporation produced short-form videos containing Ministry of Land, Infrastructure and Transport announcements, example images of functions under consideration using AI, project progress, and future plans to address citizens' questions about the Guri Topyeong 2 Public Housing District. These videos have been posted on the Guri Urban Development Corporation website (https://www.guriuc.or.kr) and YouTube channel.
Kim Young-do, head of Guri Urban Development Corporation, stated, "As a local public enterprise established for regional development and improvement of citizen convenience in Guri City, we will continue to make efforts together with Guri City to strengthen regional competitiveness and develop a complex city for the successful development of the Topyeong 2 District, the city's largest development project."
Mayor Baek Kyung-hyun said, "The Guri Topyeong 2 Public Housing District, which should become a new growth engine for Guri City, must be different from general development projects previously pursued by LH." He continued, "To achieve the government's policy objectives, the project should not be merely for housing supply, but should be pursued with the goals of securing self-sufficient functions, creating jobs, and building a comfortable residential environment."
He added, "The introduction of cultural and sports complex facilities, securing self-sufficient land, restoration of Satgang (Topyeong Stream) as an ecological stream and expansion of Jangja Lake Park, and securing necessary public land must be reflected in the district plan. Through these efforts, the Topyeong 2 District should be developed as a 'self-sufficient smart green city.'"
