Hwaseong Special City Confirms Second Supplementary Budget of 4.0282 Trillion Won for 2026

[Suwon Ilbo=Reporter Jung Jun-sung] Hwaseong Special City's "2026 Second Supplementary Budget," compiled to respond to external economic uncertainties and increased financial burdens on residents caused by the Middle East conflict, was finalized on the 30th through deliberation and resolution by the Hwaseong City Council.

The scale of this second supplementary budget totals 4.0282 trillion won, an increase of 78.8 billion won compared to the 2026 first supplementary budget.

This supplementary budget is an emergency and focused budget reflecting response projects by the central government and Gyeonggi Province, prioritizing △citizen livelihood stability △vulnerable population protection △transportation cost burden reduction △regional economic recovery △enhanced disaster response capabilities.

The project accounting for the largest share is high oil price relief funds, with a total of 61.5 billion won allocated. The city included the full amount of the first installment and city funding for the second installment, with second installment national and provincial funds to be compiled as provisional budget.

In the transportation sector, △THE Gyeonggi Pass 7.3 billion won △support for electric bus distribution 1.9 billion won △Seoul Metropolitan Area transfer discount support 690 million won were allocated.

In the welfare sector, △emergency welfare support 800 million won △nighttime extended childcare facility assistant workforce support 570 million won △maternal and newborn health management support 2 billion won △social welfare facility childcare assistant workforce support 20 million won were included.

In the economy and environment sector, △volume-based garbage bag production and sales 720 million won △agricultural land utilization survey support 900 million won △rural childcare service activation support 130 million won △fishery product mutual discount support 130 million won △AI income stabilization fund support 40 million won were allocated.

In the disaster response sector, a total of 1.1 billion won was allocated to 8 projects including △water development in preparation for drought 1 billion won △small-scale dredging of local rivers 80 million won △storm drain maintenance projects.

Acting Mayor Yoon Sung-jin said, "This second supplementary budget is an emergency and focused budget to respond to the complex crisis from high oil prices and increased financial burdens on residents," and added, "It contains essential financial resources for stabilizing citizens' lives and protecting vulnerable populations, as well as regional economic recovery and strengthened transportation and disaster response capabilities."
