Gyeonggi Province Secures 'Golden Time' Before Rainy Season with 641 Disaster Recovery Sites Targeted for Completion
[Suwon Ilbo=Reporter Kim Gab-dong] Gyeonggi Province has launched an all-out final effort to complete construction at 641 disaster recovery project sites affected by heavy rains last year by June 15, before the peak rainy season.
According to the province on the 14th, as of May, 378 of the total 641 sites have been completed, with the remaining 263 sites proceeding normally. The province plans to complete 465 sites (72.5%) by May 30, and finish 632 sites—98.6% of the total—by June 15, before the rainy season intensifies. For medium-sized projects with larger construction costs (300 million to 5 billion won), the plan is to prioritize completion of major processes before the rainy season to thoroughly prevent re-damage.
The province will preemptively implement 'structural and non-structural special safety measures' targeting six Gapyeong improvement recovery projects and the Wangsuk Stream site in Pocheon, where June 15 completion is physically difficult due to construction schedules. During May, the province plans to complete structural measures to enhance on-site response capabilities, including priority maintenance of vulnerable sections (8 sites, 586m) such as Sibi-tan Stream and Segok Stream, complete replacement of aging sandbags (1,733 units), and securing water passage sections through channel dredging. Simultaneously, non-structural measures will be implemented to prevent casualties, including real-time water level monitoring linked to CCTV and an emergency alert system via social media, emergency standby of site representatives and supervision teams, and advance positioning of heavy equipment near sites, ensuring comprehensive safety management during the rainy season.
Additionally, the province strengthens administrative support for smooth project implementation in preparation for material supply volatility due to recent geopolitical instability in the Middle East. Through an inter-government cooperation system, the province will receive priority supply of critical materials such as asphalt concrete, and flexibly cooperates to prioritize distribution of general construction materials from Gapyeong and Pocheon to disaster recovery sites. Furthermore, to ease the burden of raw material price fluctuations due to changing external conditions, the province plans to support stable construction execution by flexibly applying contract price adjustment (E/S) restriction periods in accordance with relevant guidelines.
Meanwhile, Vice Governor Kim Sung-joong visited a major recovery site in Gapyeong on the 14th to directly monitor construction progress and encourage related personnel, urging swift project advancement. This inspection was arranged to listen to on-site difficulties such as material supply issues and explore methods for Gyeonggi Province and municipal governments to cooperate closely for seamless completion.
Vice Governor Kim Sung-joong encouraged, "Completion before the rainy season is a top priority directly linked to the safety of residents, so Gyeonggi Province and municipal governments must work as one team and accelerate project implementation," emphasizing, "Through thorough preliminary reinforcement measures and flexible administrative support, we will absolutely safeguard this golden time before the rainy season."
