"Regret over Insufficient Prior Consultation"…Government Pursues 13 System Improvements for August 13 Housing Policy

Gyeonggi Province is preparing 13 institutional improvement tasks—including the utilization of computerized data for loss compensation documents and early development of corporate relocation sites—to ensure that the government's "Housing Rapid Supply Plan" announced on August 13 leads to actual supply acceleration in public housing sites within the province, including the 3rd New Cities. The province plans to submit these improvements for government consideration.

On the 4th, Gyeonggi Province held a policy coordination meeting chaired by Governor Choo Mi-ae and attended by related officials including the Director of Urban Development and the Head of New City Planning Division to discuss 13 institutional improvement tasks to strengthen the on-site implementation of government measures.

At the meeting, Governor Choo stated regarding the institutional improvements: "It would be necessary to discuss this with relevant standing committees (in the National Assembly) first. If it's difficult to gather everyone, we should hold briefing sessions with Gyeonggi Province lawmakers belonging to the Land, Infrastructure and Transport Committee, the Budget and Finance Committee, and the National Defense Committee to provide easy explanations. This should be done quickly before the regular session (when bill discussions begin in earnest)."

Governor Choo also expressed regret, saying "There was insufficient prior consultation with Gyeonggi Province in the process of formulating the government's large-scale housing supply measures," and added, "In future major housing policy implementation processes, there is a need to strengthen consultations with local governments."

Previously, the government announced the "Housing Rapid Supply Plan for Stabilizing Jeonse and Sales Markets" on August 13 and decided to streamline and accelerate the process of developing public land by reducing the period from candidate site announcement to groundbreaking from approximately 68 months to 37 months. Through this, the government plans to commence rapid construction of 89,000 public housing units by 2030.

Gyeonggi Province believes that as the government has presented a direction to shorten the housing supply period, supply speed can only be increased by simultaneously addressing recurring delay factors in actual project sites, including compensation, corporate relocation, metropolitan transportation, and consultations among relevant agencies.

The 13 tasks discussed that day consist of 4 tasks for accelerated promotion and procedure simplification, 3 tasks for corporate relocation measures and self-sufficient function strengthening, and 6 tasks for business promotion system improvement and establishment of local finance forecasting basis.

Based on this internal review, Gyeonggi Province plans to gather additional on-site opinions from joint project operators including the Korea Land and Housing Corporation (LH), Gyeonggi Housing and Urban Development Corporation (GH), Korea Land Information System Corporation (LX), and city development corporations of municipalities and counties participating in the 3rd New Cities to supplement the proposal. The province will then confirm the joint proposal at a joint cooperation meeting attended by the provincial governor and project operators, and will submit institutional improvements to relevant central government ministries and the National Assembly by task, while continuing to manage implementation progress.
