Gyeonggi Province Encourages Voluntary Pet Dog Registration Through October 31

Gyeonggi Province is operating a "2026 2nd Voluntary Pet Registration Reporting and Intensive Crackdown Period" from September 1 to October 31.

Dogs aged 2 months or older kept in residential or semi-residential buildings or for pet purposes in other locations, and dogs aged 12 months or older kept by animal producers in their business facilities must be registered with animal registration. Registration of pet cats is optional.

Registration applications can be made by visiting designated registration agencies, such as animal hospitals, with the animal to be registered. Designated animal registration agencies can be found on the National Animal Protection Information System (www.animal.go.kr) or by inquiring with the local city or county animal protection department.

If the owner's address or contact information has changed, online change applications can also be made conveniently through the National Animal Protection Information System. If the owner changes, changes can be made by visiting the city or county in person or through Government 24 (plus.gov.kr).

According to Article 15 of the Animal Protection Act, failure to register an animal may result in administrative fines up to 1 million won, and failure to report within the designated period when owner information or other details have changed may result in administrative fines up to 500,000 won. Until October 31, the voluntary reporting period, administrative fines for unregistered animals and failure to report changes are waived, making it advantageous to voluntarily complete registration and report changes within the deadline.

After the voluntary reporting period ends, intensive crackdowns targeting unregistered animals will be conducted throughout November in various locations, including parks and apartment complexes within Gyeonggi Province where pet dogs frequently enter and areas where civil complaints frequently occur.

Jung Bong-soo, Director of the Animal Welfare Division of Gyeonggi Province, said, "As the regulations were amended this year and the scope of registration-eligible animals has expanded to include animal producers, we urge you to complete animal registration during the voluntary reporting period to prevent the occurrence of lost and abandoned animals and to establish a responsible pet culture."
