Bucheon Dajang-Andong Neighborhood Moves Forward with Development 'Blueprint' After 20 Years...1,595 Units Construction Confirmed
The urban development project for the Bucheon Dajang-Andong neighborhood, which remained stalled for 20 years even after being released from the Greenbelt restriction area, is now gaining momentum.
On the 18th, Gyeonggi Province announced that the urban management plan revision to upgrade the zoning density and other aspects of the Dajang-Andong neighborhood was approved at the Gyeonggi Province Urban Planning Committee meeting. With this, a key procedural step toward pursuing the urban development project with 1,595 residential units has advanced.
This is the first actual case applied to a project following the revision of the 'Urban and Rural Management Plan Establishment Guidelines' in June, which eased the maintenance standards for settlements (residential areas) released from the Greenbelt. Previously, to upgrade the zoning of the Dajang-Andong neighborhood, one would have had to wait until December 2029 when the adjacent Bucheon Dajang Public Housing District would be completed. However, with the standard changing from 'after completion' to 'after commencement' of the public housing district, the settlement maintenance project timeline could be moved forward by more than 3 years.
The Bucheon Dajang Public Housing District already began construction in 2023. Accordingly, the Dajang-Andong neighborhood can now upgrade its zoning and proceed with the urban development project without waiting for completion of the Bucheon Dajang District.
The Dajang-Andong neighborhood is a Greenbelt-released settlement covering an area of 293,172 ㎡ in Dajang-dong, Ojeong-gu, Bucheon. It was released from the Greenbelt in 2006 and the urban management plan was finalized in 2007, but building size restrictions made it difficult to secure project viability, and the maintenance project saw little progress over an extended period.
Currently, 158 households reside in the area. Through the urban development project, the area is planned to be restructured into a residential zone with a total of 1,595 units—310 units of single-family homes and 1,285 units of multifamily housing—with a planned population of 3,462 people. The project will be pursued using the 'land reallotment method,' in which landowners receive newly created land parcels after the project, and the Korea Land and Housing Corporation (LH) will participate as the implementing agency.
Following this urban planning committee approval, the Dajang-Andong neighborhood will go through deliberation by the Bucheon Urban Planning Committee, designation of the urban development zone, and establishment of a development plan later this year, with plans to establish an implementation plan in 2027. Construction is scheduled to commence in 2028 and be completed by 2030–2031.
Lee Myeong-seon, head of the Spatial Strategy Division at Gyeonggi Province, said, "This deliberation is meaningful as it marks the first case where the regulations eased in June are actually applied to a project, advancing the maintenance of long-delayed Greenbelt-released settlements." He added, "Going forward, we will actively identify institutional constraints that emerge in the settlement maintenance processes pursued by municipalities and cities, recommend improvements to the central government, and expedite improvements in the residential environment of Greenbelt-released settlements."
