Hwaseong City Confirms 2027 Living Wage at 12,750 Won per Hour...Introduces Hwaseong-style Fair Compensation Allowance

Hwaseong Special City (Mayor Jung Myung-geun) announced on the 8th that it has confirmed the 2027 living wage at 12,750 won per hour.

This represents a 5.5% increase from this year's living wage of 12,090 won. Based on an 8-hour daily work schedule and 40-hour weekly work, applying 209 hours per month, the monthly amount comes to 2,664,750 won.

Previously, the city held a Living Wage Deliberation Committee meeting on August 24 and comprehensively reviewed the 2027 government minimum wage of 10,700 won, appropriate wage levels, and the city's fiscal conditions. The living wage decided this time is approximately 19% higher than the 2027 government minimum wage and will be widely applied to workers belonging to Hwaseong Special City as well as workers at city-invested and funded organizations.

In line with the government's policy direction to improve treatment of non-regular workers in the public sector, the city plans to pay the 'Hwaseong-style Fair Compensation Allowance' to fixed-term workers with contracts of less than one year directly employed by the public sector to compensate for employment instability.

The 'Hwaseong-style Fair Compensation Allowance' is characterized by following the calculation method presented in the government plan while applying compensation standards based on the higher Hwaseong Special City living wage rather than the government standard, reflecting local characteristics and improving worker treatment.

The compensation rate is 8.5~10%, with higher compensation rates applied for shorter contract periods. This addresses the issue of short-term contract workers being excluded from severance pay eligibility due to contract periods of less than one year.

The allowance will be paid on a differential basis ranging from a minimum of 400,000 won to a maximum of 2,605,000 won depending on length of service, and for workers employed for less than one month, it will be calculated according to the number of days worked. The system will be applied starting from workers retiring on or after January 1, 2027.

Hwaseong Special City Mayor Jung Myung-geun stated, "This living wage increase and the introduction of the Hwaseong-style Fair Compensation Allowance is a policy to embody the city administration's philosophy of 'a city where workers can live with peace of mind and a city good for business.'" He added, "It is meaningful in creating a virtuous cycle where improved quality of life for workers leads to expanded consumer spending, which in turn revitalizes the local economy."
