National Assembly Discusses Institutional Reforms to Strengthen Self-Sufficiency and Accelerate Third-Phase New Cities
Gyeonggi Province will discuss institutional reform measures with the National Assembly, central government, project operators, and experts to accelerate business progress in third-phase new cities and develop them into self-sufficient cities with jobs and living infrastructure, in line with the government's August 13 housing rapid supply initiative.
Gyeonggi Province will hold a policy discussion forum on 'Institutional Reforms for Strengthening Self-Sufficiency and Accelerating Third-Phase New Cities' on the 28th at 2 p.m. in the First Seminar Room of the National Assembly Members' Building.
The forum is jointly hosted by National Assembly Members Lee Jae-jung, Seo Young-seok, Lee Gwang-jae, Kim Nam-guk, Kim Yong-min, Kim Hyun, Han Jun-ho, Kim Seong-hoe, Ahn Tae-jun, and Cha Ji-ho, and will be organized by Gyeonggi Province and Gyeonggi Housing and Urban Development Corporation (GH). Around 60 participants are expected to attend, including Gyeonggi Province Governor Choo Mi-ae, National Assembly members, residents, experts, and officials from the Ministry of Land, Infrastructure and Transport, Korea Land and Housing Corporation (LH), and Gyeonggi Housing and Urban Development Corporation.
This forum follows the government's 'Housing Rapid Supply Plan' announced on August 13, and is designed to discuss institutional reforms necessary to accelerate project progress at third-phase new city construction sites and to find ways to strengthen self-sufficiency functions along with housing supply.
Gu Ja-hun, professor at Hanyang University Graduate School of Urban Development, will serve as moderator, and Lee Ji-hyun, policy advisor to Gyeonggi Province, will present on the theme of 'Institutional Reforms for Strengthening Self-Sufficiency and Accelerating Third-Phase New Cities'. The presentation will address institutional challenges encountered in the third-phase new city project implementation process and suggest improvements necessary for strengthening self-sufficiency functions and accelerating project progress.
Following this, Park Jin-ho, director of the Public Land Management Division at the Ministry of Land, Infrastructure and Transport; Lee Eun-seon, director of Gyeonggi Province's Urban Development Bureau; Choi Jun-yeop, head of New City Project Division 1 at Korea Land and Housing Corporation (LH); Park In-kwon, head of Urban Planning and Strategy Division at Gyeonggi Housing and Urban Development Corporation (GH); Nam Ji-hyun, senior research fellow at the Gyeonggi Research Institute; and Lee Ji-hyun, policy advisor to Gyeonggi Province, will participate in comprehensive discussions. Participants will examine institutional obstacles and improvement measures that emerge in the third-phase new city project process and discuss ways to strengthen self-sufficiency functions and reduce project timelines.
Ahead of the forum, Governor Choo Mi-ae will visit the Goyang Changneung public housing district on the same morning to check the status of housing construction aimed at the first move-in in December 2027 and review major issues including military base relocation and soil remediation.
