Gyeonggi Province and Air Force Operations Command Reach Administrative Delegation Agreement
Regulatory restrictions in military facility protection zones surrounding military airfields located in Icheon and Pocheon cities in Gyeonggi Province have been relaxed, enabling development of 91.38㎢—an area equivalent to 32 times the size of Yeouido.
On the 30th at 10 a.m., Gyeonggi Province concluded a military coordination administrative delegation agreement at the Air Force Operations Command in Icheon, with Gyeonggi Province Governor Kim Moon-soo and Air Force Operations Commander Kim Hak-joo in attendance.
Under this agreement, the 52.33㎢ area surrounding the Icheon military airfield and the 5.88㎢ area surrounding the Pocheon military airfield were newly designated as coordinated delegation zones, allowing administrative agencies to issue permits without separate military coordination.
The areas where regulations have been relaxed under this agreement include the following regions surrounding the Icheon military airfield: ▲Wonsam-myeon, Yangji-myeon, Baegam-myeon, and Namsa-myeon in Yongin City ▲Hobeop-myeon, Majang-myeon, Daewol-myeon, Moga-myeon, Danwol-dong, Godam-dong, and Dapo-dong in Icheon City ▲Ganam-eup, Jeom-dong-myeon, and Hageo-dong in Yeoju City, and surrounding the Pocheon military airfield: ▲Gunnae-myeon, Gasan-myeon, Pocheon-dong, Seondan-dong, Eoryong-dong, Sinup-dong, and Jajak-dong in Pocheon City.
These areas previously required military coordination periods of 30 days or more to obtain construction permits, making development difficult. Additionally, applicants had to individually prepare location maps, project summaries, cadastral maps, facility layout sketches, cross-sectional sketches, and ground modification plans required for military coordination, and if they received "disapproval" or "conditional approval" during the process, they had to abandon or modify project plans or incur additional time and costs.
Under this agreement, construction activities around the Icheon military airfield can now reach up to 45 meters in height, while the area surrounding the Pocheon military airfield can now allow new construction and expansion up to 45 to 65 meters in height, compared to the previous 12 meters.
The agreement passed review by the Joint Chiefs of Staff's "Military Facilities Protection Review Committee" on the 5th, and Gyeonggi Province stated that this represents the largest regulatory relaxation area for a single airfield since the founding of the Air Force.
Cho Chung-sik, Director of Safety and Administration for Gyeonggi Province, stated, "We expect the inconvenience of local residents to be resolved through the military regulatory relaxation agreement between Gyeonggi Province and the Air Force Operations Command," and added, "We will continue to cooperate with the military to resolve resident inconvenience."
