Suwon City and Non-Career Civil Service Labor Union Sign Wage and Collective Agreement
[Suwon Ilbo=Reporter Seo Dong-young] Suwon City and the Suwon City Non-Career Civil Service Labor Union signed the 2019 wage and collective agreement on the 22nd.
Kim Kyung-tae, head of the Administrative Support Division of the city, Kim Kyu-dong, chairman of the Suwon City Non-Career Civil Service Labor Union, and Nam Man-hee, head of the Suwon branch of the National Democratic Federation of Labor Unions, attended the signing ceremony and signed the agreement.
The main terms include: ▲2.0% wage increase for non-career civil servants in 2019 ▲Actual reimbursement of business trip allowances for use of personal vehicles by health center non-career civil servants ▲Adjustment of union activities and union leadership activity time for all union members ▲Expansion of spouse childbirth leave to 10 days, equal to civil servants ▲Shingles vaccination (within budget) for union members aged 50 and above ▲Promotion of annual leave usage.
The Suwon City Non-Career Civil Service Labor Union is a representative bargaining labor organization with 391 members (65.5%) out of 597 non-career civil servants in the city. The union requested collective bargaining with the city in November of last year, and an agreement was reached after nine months. This is the first wage and collective bargaining negotiation since the city's conversion of temporary workers to regular positions in October of last year.
Kim Kyung-tae, head of the Administrative Support Division representing the city, stated, "We will actively guarantee legitimate labor union activities within applicable laws and regulations to improve the treatment of non-career civil servants."
Kim Kyu-dong, chairman of the Suwon City Non-Career Civil Service Labor Union, said, "We will work together with the city to improve working conditions and treatment, and enhance workers' rights," adding that this is "an agreement toward labor-management harmony and mutual prosperity."
