Kim Dong-yeon governor's special directive: institutionalizing 'Yongin semiconductor power grid solution model'

The 'Provincial Road 318 (Yongin·Icheon section 27.02km)' model is the first official formula to construct underground power grids beneath new roads simultaneously during road construction.

This approach is being evaluated as a groundbreaking solution that avoids residential conflicts from transmission tower construction while resolving the power supply problem of Yongin semiconductor cluster's general industrial complex through cooperation between Gyeonggi Province and Korea Electric Power Corporation. In addition to solving the power problem, minimizing duplicate construction and simplifying administrative procedures reduce the construction period from 10 years to 5 years and save approximately 30% in project costs.

Governor Kim believes the 'Provincial Road 318' model cannot be a one-time solution. On the 28th morning, Governor Kim instructed: "When constructing future provincial road networks, prepare ordinances or administrative guidelines to concretize inter-agency coordination so that power as well as water supply and sewerage can be developed in an integrated manner." This directive is interpreted as containing intent to expand the model as a provincial-wide project.

In response, the Road Policy Division, which led this practical agreement with Korea Electric Power Corporation, and related departments held an emergency meeting that afternoon to promptly prepare measures for institutionalization while deciding to revise the 'Gyeonggi Province Public Construction Project Total Project Cost Management Guidelines.'

■ Revision of 'Gyeonggi Province Public Construction Project Total Project Cost Management Guidelines'

The 'Gyeonggi Province Public Construction Project Total Project Cost Management Guidelines' is a provincial internal administrative guideline that prescribes project costs necessary for large-scale public construction projects.

The province plans to establish a new clause stating: "When promoting large-scale social infrastructure construction projects such as roads, railways, and sewerage with a scale of 500 billion won or more, joint construction consultation with relevant organizations such as Korea Electric Power Corporation and Korea Water Resources Corporation, which handle facilities installed underground beneath roads such as power and water supply, shall be mandatory from the 'planning stage.'"

The more specific consultation timing with relevant organizations such as Korea Electric Power Corporation is planned to be set as △for statutory plans such as road construction plans: before 'plan announcement' △for public construction projects of 500 billion won or more: before requesting 'feasibility study evaluation' from the Korea Institute of Local Administration.

The province expects that if the 'Provincial Road 318' model is institutionalized and generalized through the guideline revision, the cost-benefit ratio (B/C) will improve through effects such as project cost reduction and prevention of duplicate construction due to joint construction. A cost-benefit ratio (B/C) of 1 or higher is judged to have economic feasibility.

Revision of the management guidelines will be implemented immediately after internal review procedures and approval by the governor. The province plans to prepare more specific revision proposals and begin implementation this year.

■ 'Provincial Road 318' Model

The province and Korea Electric Power Corporation jointly construct Provincial Road 318's Yongin·Icheon section of 27.02km, dividing it above and below ground, while building the Yongin semiconductor cluster power grid.

The province is responsible for road paving and land acquisition, while Korea Electric Power Corporation constructs the power grid beneath the road. Simultaneous implementation of power grid installation during new road construction is the first in the nation. The province plans to conduct basic design work for 'joint road-power grid construction' on Provincial Road 318 within this year.

Governor Kim Dong-yeon will present a commendation for 'provincial government innovation work' to the Road Policy Division on the 29th for leading the 'road-power grid joint construction cooperation system establishment agreement' between Gyeonggi Province and Korea Electric Power Corporation. It is exceptional for a governor to award commendation on a departmental basis rather than to individuals. Despite the Road Policy Division not being a semiconductor-related department, it took the lead in solving the power problem by overcoming barriers between departments. Governor Kim has consistently emphasized: "We must break the mold of public service and take new paths that others have not tried."
