Citizens to Directly Prepare Suwon's 2020 Budget
[Suwon Ilbo=Reporter Seo Dong-young] Suwon City is openly recruiting 160 fifth-term citizen participation budget committee members to lead the 2020 citizen participation budget system by the 26th of next month.
The city is recruiting city-level citizen participation budget committee members (40 people) and district-level citizen participation budget regional conference members (120 people) separately. As of the announcement date (October 25), any citizen registered with the city, and employees of businesses, educational institutions, corporations, and nonprofit civic organizations with addresses in the city, as well as students enrolled in "schools" under the Higher Education Act (located in Suwon), or those with equivalent qualifications, may apply.
Committee candidates will be selected in December, taking into consideration applicants' regions, gender, age, and area of residence.
Only candidates who have completed the "Citizen Participation Budget School course" will be commissioned as committee members. If selected as citizen participation budget committee members, they will serve as members of the Citizen Participation Budget Committee for two years starting from January next year. Citizen participation budget members directly participate in Suwon City's budget compilation process and gather public opinion.
Additionally, they participate in reviewing and selecting projects proposed by citizens, promoting and educating the citizen participation budget system, as well as various policy decision-making processes related to budget compilation.
The recruitment will continue until 6 p.m. on the 26th of next month.
The citizen participation budget system is an institution that legally and institutionally guarantees public participation in the budget compilation process. The city enacted the "Suwon City Citizen Participation Budget System Operating Ordinance" in August 2009. After the launch of the fifth elected administration, the ordinance was completely revised in 2010, and the first citizen participation budget committee and regional conferences were established in July 2011, officially implementing the system. The citizen participation budget organization consists of the "Citizen Participation Budget Committee," "Citizen Participation Budget Subcommittee," "Citizen Participation Budget District Regional Conference," "Citizen Participation Budget Research Group," and "Citizen Participation Budget Youth Committee."
In 2017, the city was selected as an "Excellent Local Government" at the highest level in the "National Local Government Citizen Participation Budget System Operation Evaluation" hosted by the Ministry of the Interior and Safety. In the 2018 evaluation, it was also selected as the most excellent local government, receiving external recognition for its achievements.
