3 Second New Towns, 6 Small-Midsize Residential Districts, 3 Underserved Areas, 4 Return & Discontinued RoutesTransportation Operators to be Selected by End of November; Sequential Operations to Begin from Fully Prepared Routes
[Suwon Ilbo=Park No-hun Reporter] Gyeonggi Province announced on the 1st that it has posted bid notices through the Gyeonggi Transportation Corporation and 14 municipal and county websites for the selection of transportation operators for the pilot project of the 'Gyeonggi-style Semi-Public Operation System' based on a route bidding system.
The 'Gyeonggi-style Semi-Public Operation System' differs from the private system operated under perpetual licenses. Under this system, bus routes are publicly owned and limited licenses are granted to transportation operators selected through competitive bidding to operate buses under contract.
The bid target routes are a total of 16 metropolitan bus routes to be operated in areas with inconvenient wide-area transportation: ▲3 routes in Second New Towns ▲6 routes in small-midsize residential districts ▲3 routes prioritizing underserved areas ▲4 non-profitable return and discontinued routes.
The 'Second New Towns' routes are Deokjeong Station to Sangbong Station (Yangju), I'Park A to Jamsil Station (Hwaseong), Sannae Village to Hongdae Exit Station (Paju); the 'small-midsize residential district' routes are Gwangju Terminal to COEX Trade Center (Gwangju), Halla Rivaldi A to Jamsil Station (Guri), Uijeongbu Express Bus Terminal to Jamsil Station (Uijeongbu), Jangan Village to Yangjae Station (Uiwang), Maesuri Village to Dangsan Station (Gimpo), Neunggok Garage to Sadang Station (Siheung).
The 'underserved areas' routes are Icheon Station to Jamsil Station (Icheon), Sintanri Station to Dobongsan Station (Yeoncheon), Yongmun Terminal to Gangbyeon Station (Yangpyeong); the 'non-profitable return and discontinued' routes are Deokjeong Garage to Beomgye Station (Yangju), Dankook University to Yeouido (Yongin), Hosu Village to Dangsan Station (Gimpo), Songnae Station to KTX Gwangmyeong Station (Bucheon).
The 'underserved areas' routes are Icheon Station to Jamsil Station (Icheon), Sintanri Station to Dobongsan Station (Yeoncheon), Yongmun Terminal to Gangbyeon Station (Yangpyeong); the 'non-profitable return and discontinued' routes are Deokjeong Garage to Beomgye Station (Yangju), Dankook University to Yeouido (Yongin), Hosu Village to Dangsan Station (Gimpo), Songnae Station to KTX Gwangmyeong Station (Bucheon).
Transportation operators wishing to participate in the project may submit their business proposals by 6 p.m. on the 21st by visiting or mailing to the Gyeonggi Transportation Headquarters (4th Floor, Woongsin Plaza, 192 Yongmin-ro, Uijeongbu). Evaluation of the proposals will be conducted by an external evaluation committee composed by the Gyeonggi Transportation Headquarters.
The Province plans to select transportation operators for each route by the end of November and, through an operation preparation process (within 3 months) including securing vehicles and garages, sequentially commence operations from routes that are ready. The license period is 5 years, and it can be extended by an additional 4 years once based on service evaluation results.
Lee Yong-joo, Head of the Public Bus Division, stated, "The new Gyeonggi-style semi-public bus system, introduced for the first time in the nation, will contribute to improving residents' transportation welfare through differentiated courteous service," and added, "To this end, we will select optimal transportation operators through fair, transparent, and rational evaluation."
Meanwhile, since this is a newly introduced system, the Province will hold business briefing sessions to help transportation operators understand the system—on the 4th at Dasan Hall of the Gyeonggi Human Resources Development Institute in Suwon and on the 5th at the Gyeonggi Transportation Headquarters in Uijeongbu.
