Starting Next Year, Basic Livelihood Security Allowance Recipients and Support Amount to Expand

[Suwon Ilbo=Reporter Seo Dong-young] Starting next year, the eligibility criteria and benefit amount for basic livelihood security allowance will expand, enabling more vulnerable residents of Suwon to receive support.

On the 27th, Suwon City announced plans to actively publicize revisions to the basic livelihood security allowance, discover eligible recipients, and ensure beneficiaries can access welfare benefits.

The city will produce promotional materials and distribute them in frequently visited locations and low-income concentrated areas. Additionally, it plans to continue promoting the program through the city website and private cooperation systems.

The government will expand the eligibility criteria and support amount for 'livelihood allowance,' a cash payment for basic livelihood security recipients, starting next year to allow more citizens to benefit.

First, low-income elderly and single-parent households (applicants/recipients) will have the 'family support obligation criteria' abolished to expand eligibility.

The family support obligation criteria refers to considering the income and property levels of first-degree relatives (parents and children) of all household members when selecting recipients for basic livelihood security.

When the family support obligation criteria is abolished, as long as the applicant's own income and property meet the standards, livelihood allowance can be received even if family support obligations exist.

However, support cannot be received if there is a family support obligor with high income (over 100 million won annually on a pre-tax basis) or property (real estate, vehicles, etc.) worth 900 million won or more.

Additionally, the monthly income standard (30% or less of median income) considered when selecting livelihood allowance households will be increased by 2.68% for four-person households from the existing amount.

Accordingly, the eligibility standard will slightly increase from 1,424,752 won for a four-person household to 1,462,887 won in 2021.

As the income standard increases, the livelihood allowance support amount will also increase. The livelihood allowance is provided by subtracting the household's recognized income from the eligibility standard amount.

A Suwon City official stated, "By abolishing the family support obligation criteria for livelihood allowance and expanding the standard median income, the number of eligible recipients will increase," and added, "We will actively promote the system to those facing financial difficulties to minimize welfare blind spots."

Meanwhile, citizens wishing to apply for livelihood allowance support can visit the administrative welfare center in their registered residential district for consultation and application.
