Gyeonggi Province to Send Civil Defense Training Notices via Mobile Starting This Year

[Suwon Ilbo=Park No-hoon Reporter] Gyeonggi Province announced on the 13th that with the completion of the 'Mobile Electronic Document Delivery System for Civil Defense Training Notices,' civil defense members in the province will now be able to receive training notices via mobile starting this year.

This is an administrative innovation by the province in response to recent circumstances where direct receipt has become difficult due to the increase in single-person households.

Until now, civil defense training notices have been operated with the civil defense unit leader, typically the township or neighborhood chief, directly delivering paper documents.

However, there have been many cases where delivery was difficult due to discrepancies between registered residence and actual residence or the absence of people during visit times, and field offices at townships and neighborhoods have faced limitations in delivering notices due to issues such as registered mail costs and returns.

To resolve these issues, the province applied for the 'Paperless Promotion Pilot Project' led by the Korea Internet & Security Agency under the Ministry of Science and ICT in March of last year, and was selected as a support target in April after receiving approval of feasibility, securing 200 million won in project funding.

Based on the secured project funding, the province completed the system construction by the end of last year and has been conducting system usage training for municipal and county officials since January of this year.

Regarding this, a preliminary test was conducted on January 13th targeting Uijeongbu City and Yangju City to confirm supplementary matters for mobile notice delivery.

This system is planned to be applied starting from the civil defense training in March of this year. The target for application is approximately 930,000 civil defense members in the province.

Following the establishment of this system, each city and county will link civil defense member information with the province's system, convert it to encrypted linking information values (CI, Connecting Information), and then safely send notices through mobile relay service providers (KT, Kakao Pay, Naver).

Civil defense members who receive mobile notifications will receive the notice after going through personal consent and authentication procedures for electronic notification.

Beyond simple electronic notification of training notices, attendance processing using QR codes and completion of training surveys can all be performed on mobile, thereby increasing the efficiency of civil defense training.

The province expects to improve swift and accurate delivery of notices, minimizing inconvenience for civil defense members, and generating effects such as cost savings on registered mail fees.

When simply calculated based on registered mail (2,500 won per notice) costs for civil defense notices sent by 31 cities and counties each year, it is estimated that approximately 3 billion won in budget savings will be generated.

Lee Jun-young, Director of Emergency Planning, stated, "This system represents Gyeonggi Province's innovation in transitioning to data-oriented administration," and added, "We will do our best to ensure successful implementation by promoting tests until the system begins full operation."
