Ganghwa County Implements Collection Responsibility System for Local Tax Delinquency

[Suwon Ilbo=Reporter Shin Eun-seop] Ganghwa County announced on the 23rd that it will implement a collection responsibility system for delinquent taxpayers with tax-paying capacity in order to achieve local tax revenue targets and realize tax justice.

The county's local tax delinquency amounts to 4.4 billion won, with 1,264 delinquent taxpayers owing 300,000 won or more, accounting for 4.1 billion won in arrears.

Accordingly, the county plans to conduct selective payment encouragement activities exclusively for delinquent taxpayers with tax-paying capacity, excluding business establishments that have experienced sharp declines in sales due to COVID-19.

First, the county will concentrate administrative resources on delinquent tax collection through customized collection responsibility systems tailored to each employee's capabilities. Tax officials with extensive experience in tax administration will conduct 1:1 collection activities targeting delinquent taxpayers owing 300,000 won or more, while township and county office staff will handle 1:1 collection for small-amount delinquents owing less than 300,000 won.

In particular, for high-amount delinquent taxpayers, the county plans to form a task force centered on the comprehensive revenue collection team and pursue aggressive collection measures including real estate seizure.

A county official stated, "We will take strong collection enforcement measures against delinquent taxpayers with payment capability who avoid payment until they complete payment," and added, "For livelihood-dependent delinquent taxpayers, we will promote tax administration for all residents, such as encouraging installment payments."
