[Suwon Ilbo=Reporter Kim Kap-dong] Governor Kim Dong-yeon of Gyeonggi Province has issued a special directive to track down and collect unpaid taxes from high-value delinquent taxpayers until the end.

Spokesperson Kang Min-seok explained on the morning of the 1st in a briefing at the Gyeonggi Province Government's briefing room regarding countermeasures for collecting high-value delinquent taxes, providing background on the intense 100-day collection operation that began today following the governor's special directive.

At a meeting on the 30th to promote 'Collection of High-Value Delinquent Taxpayers and Zero-Out Tax Evasion Sources,' Governor Kim Dong-yeon stated, "Pursue and track down hidden assets of high-value delinquent taxpayers, intentional tax evaders, and chronic delinquent taxpayers to the end and collect them," and continued, "We must uphold tax justice so that conscientious taxpayers do not feel relative deprivation, and we must eradicate chronic non-payment practices."

In reality, high-value delinquent taxpayers with over 10 million won in arrears are increasing annually, and as of the 1st, the province has 2,136 high-value delinquent taxpayers with over 10 million won and arrearages totaling 205.8 billion won.

The province assesses that a significant portion of them are evading taxes by employing intelligent evasion methods such as asset concealment and fraudulent transfers.

In response to Governor Kim Dong-yeon's strong directive, the province has immediately formed two task forces: a 'Field Collection Task Force' led by the Director of the Tax Justice Division and a 'Tax Source Development Task Force' led by the Director of the Tax Administration Division, launching the '100-day operation.'

The field collection team consists of 5 divisions with 12 personnel, and the tax source development team consists of 3 divisions with 18 personnel, totaling 30 people, who will deploy an airtight full-scale operation through three methods: △field collection △discovery of high-value tax evasion sources △investigation of identity fraud delinquent taxpayers.

Field collection involves investigating collection feasibility for all 2,136 high-value delinquent taxpayers before directly visiting and searching homes and business establishments with high collection potential. If high-value movable assets (including construction machinery) or hidden assets are discovered, they will be seized immediately, and seized movable assets will be subject to online public sales beginning in November. The province plans to establish a 'one-stop collection' system from search through seizure to public sale.

The province will conduct comprehensive surveys to identify improper use of luxurious residences, newly constructed buildings, and tax-exempted properties. It will also intensively investigate whether reduced-rate properties such as farmland are being used improperly and whether tax reductions are being received without long-term use, ensuring that tax evasion blind spots are eliminated.

The province estimates that through the 100-day operation, 60 billion won will be collected from field collection of high-value delinquent taxpayers and 80 billion won from blocking tax evasion blind spots, for a total collection target of 140 billion won.

In addition, the province will conduct factual investigations of delinquent taxpayers who have changed nationality through identity fraud.

It is the province's commitment to precisely examine whether those who changed nationality hold domestic assets and take seizure and collection measures accordingly.
