Gyeonggi Province Approves Designation of Suwon's 'Haengridan-gil' as First National 'Community Coexistence Zone'

[Suwon Ilbo=Reporter Kim Gap-dong] The area around Jangan-dong and Shinpung-dong in Suwon, known as 'Haengridan-gil,' will be designated as a 'Community Coexistence Zone.'

This marks the first case nationwide since the Regional Commerce Act was implemented in August last year. Upon designation as a Community Coexistence Zone, benefits include rent increase restrictions under coexistence agreements, relaxed standards for accessory parking facility installation, tax exemptions, and loan support.

On the 19th, Gyeonggi Province held the '2025 First Gyeonggi Province Regional Commerce Committee' and passed the agenda for designating Suwon's Haenggung-dong area as a Community Coexistence Zone, as applied for by Suwon City.

The Haenggung-dong Community Coexistence Zone centers on 'Haengridan-gil' in the Jangan-dong and Shinpung-dong areas. Commercial zones account for 76% of the total area of 29,520 square meters.

A Community Coexistence Zone refers to an area where commercial rents are rising sharply due to district revitalization or where such concerns exist, designated to protect sustainable commercial districts through rent stabilization. Under the 'Local Commerce Coexistence and Revitalization Act,' mayors, county governors, and district chiefs designate such zones, but must receive prior approval from the provincial governor.

Gyeonggi Province explained that this approval has established a foundation for community commerce coexistence policies to operate institutionally in full scale. Along with passing the original agenda, the committee also presented recommendations to ensure stable settlement and effectiveness of the system.

First, as special exceptions for relaxed accessory parking facility installation standards apply upon designation as a Community Coexistence Zone, the committee noted that supplementary measures are necessary to address parking issues, considering increased parking demand due to commercial district revitalization.

Additionally, the committee recommended that clear administrative procedures be established through coordination with the Ministry of SMEs and Startups to prevent confusion during implementation of various exceptions and support measures applied according to zone designation.

Furthermore, the committee added that management and monitoring should be strengthened to ensure that penalty provisions under the law regarding non-compliance with coexistence agreements operate effectively.

Gyeonggi Province plans to officially notify Suwon City of this approval result, after which Suwon will complete the final designation of the Community Coexistence Zone following relevant procedures.
