Hwaseong Special City Rejects Business Operator's 'Remedial Plan' for Dongtan 2 Logistics District 3

[Suwon Ilbo=Reporter Jung Jun-sung] Hwaseong Special City announced on the 21st that it has rejected the remedial plan submitted by the business operator regarding the construction of a large-scale logistics center in Dongtan 2 Logistics District 3. This decision is a follow-up measure based on the Joint Committee's 'reconsideration' opinion and is the result of a comprehensive review of citizen safety and public interest protection.

The site was designated as an urban planning facility (distribution business facility) through a Ministry of Land, Infrastructure and Transport notice in 2010, and constitutes a 'mandatory administrative act' whereby, in accordance with the 'Framework Act on the National Land, Planning, and Utilization,' when a business operator meets legal requirements and proposes a detailed facility development plan, the city must take action.

Accordingly, despite legal limitations preventing the city from denying permits solely based on resident opposition, the city comprehensively re-examined traffic volume, safety, urban landscape, and proximity to residential areas, and induced the business operator to reduce the building floor area by approximately 50% compared to the original plan. The city also continued to demand supplementary measures for traffic impact reduction and safety management, substantially adjusting the project scale and scope.

Following a Joint Committee review held in December of last year, a 'reconsideration' opinion was presented, and the business operator submitted the remedial plan twice. However, the city determined that the plan did not sufficiently reflect the intent of the Joint Committee review and that the requested supplementary items had not been implemented, leading the city to decide not to accept the remedial plan.

A city official stated, "This rejection decision is an administrative judgment that comprehensively considers the review results following legal procedures and the protection of citizen safety and public interest," and added, "We will make every effort to protect citizen safety and residential environment within the scope of observing laws and principles."
