Suwon's 'Mobile Electronic Notice Service' Selected as Best Practice for Kakao Public Innovation Awards
Suwon Special City's (Mayor Lee Jae-joon) 'Mobile Electronic Notice Service' has been selected as a best practice in the public-private cooperation category for the '2026 Kakao Public Innovation Awards.' The awards ceremony was held on the 8th at the Nineties Premier Rochaus Hotel in Yongsan-gu, Seoul.
The 'Kakao Public Innovation Awards,' hosted by Kakao Corporation, selects and honors outstanding institutions that have achieved innovation results in the public sector through Kakao services.
A total of 30 institutions from government agencies, public organizations, and local governments were selected through external expert review, and awards were given in 9 categories including △resolution of administrative inconvenience △increased administrative efficiency △budget savings △public-private cooperation.
Suwon was recognized for its achievements in enhancing citizen convenience and administrative efficiency by linking private digital platforms with public administration. Suwon's Mobile Electronic Notice Service is a digital administrative service that connects the mobile messenger 'KakaoTalk,' which is familiar to citizens, with public administration to deliver various notices and announcements quickly and conveniently.
Rather than simply converting paper notices to mobile electronic notices, the service was designed to handle the entire process of administrative information delivery—from sending and viewing to payment and management of non-readers—on a single platform, even linking with paper mail services.
Citizens who have received mobile electronic notices but have not read them, as well as those for whom mobile delivery is difficult, are automatically classified and connected to paper mail services. This approach takes advantage of mobile convenience and efficiency while ensuring that digitally vulnerable groups are not excluded from administrative information.
Since launching the Mobile Electronic Notice Service in November 2024, Suwon has continuously expanded applicable services. Currently, 68 departments jointly use the service for 33 types of notices and announcements closely related to citizens' lives, including local tax regular payments and delinquency notices, non-tax revenues, parking and exclusive lane violation fines, local tax refund notices, resident registration fact investigations, and military noise compensation notices.
Lee Won-gu, Director of the Economic Policy Bureau at Suwon, said, "This is a meaningful award recognizing our achievement of enhancing both citizen convenience and administrative efficiency by linking private digital services familiar to citizens with public administration," and added, "Going forward, we will expand services that proactively reach citizens with necessary administrative information, and continue to drive digital administrative innovation that citizens can experience by actively connecting outstanding private technology with public administration."
