Allegations of favoritism in the selection of a voucher business provider by the spouse of Justice Minister nominee Kim Seung-won have escalated to include an announcement of criminal complaints against field-level civil servants, prompting voices of opposition and concern within Suwon City's public service sector.

According to political circles on the 15th, Rep. Joo Jin-woo of the People Power Party (Busan Haeundae-gap) released on that day a recording in which Kim's spouse indicated that Suwon City provided convenience in the process of designating the main activity service provider for the Korean Child Development Social Cooperative, where the spouse had previously worked.

In the recording, Kim's spouse stated that problems occurred during a fire inspection process, making it difficult to meet the examination schedule, and said, "The head of the city's welfare division told us to definitely select our organization and extended the period, providing us with many conveniences," and "our organization had the latest fire inspection among all, but they waited for that too."

Based on this, Rep. Joo raised allegations that Suwon City essentially provided procedural conveniences on the premise of selecting the organization in question. The representative also announced a plan to file criminal complaints against the civil servant who handled the relevant work and Kim's spouse.

Suwon City maintains that there is a difference between the phrase "extended the period" mentioned in the recording and the actual administrative procedures.

According to the city, there were no facts of extending the business application period or changing the submission deadline for a specific organization at the time. The city also explains that fire-related documents in question had already been submitted before subsequent administrative procedures were carried out.

As political disputes have escalated to include announcements of criminal complaints against individual field-level civil servants, the atmosphere within City Hall is also changing.

As related allegations are raised ahead of Kim's confirmation hearing, relevant city departments are reported to be responding to urgent requests for materials from the government and National Assembly while simultaneously carrying out routine work and verification of past administrative records.

A city civil servant identified as A stated, "If there was wrongdoing, we should undergo inspection and receive appropriate punishment, but if this is politics—a National Assembly representative singling out and pressuring one field-level civil servant—who would want to work with a politician? Staff in relevant departments are creating requested materials past midnight, doing their best, but if it's like this, I don't understand why we should suffer injuries while responding."

Another civil servant B added, "Unrelated departments were busy with their own work and didn't pay much attention, but the atmosphere changed when talk came up about filing complaints against the responsible team leader. What crime did the fieldworkers commit? Ultimately, fieldworkers are always in the position of those who must do as told—always subordinates, aren't they?"

Within the city, there are also concerns that field-level civil servants have been placed front and center in political disputes before legality or favoritism has even been confirmed.

The timing is also awkward.

The city is preparing for a major organizational restructuring scheduled for October. The current system of "2 Divisions, 9 Bureaus, 5 Direct Agencies, 10 Business Divisions, 4 Districts, 140 Departments/Offices/Units" is set to be expanded and restructured to "2 Divisions, 11 Bureaus, 5 Direct Agencies, 9 Business Divisions, 4 Districts, 145 Departments/Offices/Units."

A personnel committee meeting is also scheduled for the 17th ahead of follow-up personnel actions from the organizational restructuring. In particular, as a restructuring was announced in which some high-ranking positions previously held by political appointees would be assigned to regular civil servants and promotion opportunities would be expanded, it is known that expectations regarding this personnel action were not insignificant within the public service sector.

During this sensitive period when attention is focused on promotions and personnel transfers, political disputes surrounding Kim have overlapped.

Another civil servant C stated, "With the timing coinciding with personnel season, even on anonymous bulletin boards people are holding back their words, but internally there are stories of how uncomfortable people feel with Suwon City's work being in the spotlight, and they feel burdened by each task. I hope the city will take the initiative to clarify the facts and protect the public service sector at times like this."

A city official stated, "There were no facts of extending the application period or changing the submission schedule for a specific organization at the time," and added, "Rather than determining that the responsible civil servant provided favoritism based solely on the expression in the recording, we hope the facts can be confirmed based on objective administrative records related to the application and examination process at the time."
