Uiwang City Council Adopts Resolution Urging Inclusion of Shinbundang Line Extension in Fifth National Railway Construction Plan

Uiwang City Council urged the government and relevant agencies to reflect the Shinbundang Line extension to Suwon, Uiwang, Gunpo, and Ansan in the Fifth National Railway Construction Plan to resolve transportation congestion in southwestern Gyeonggi Province and ensure stable settlement of the Phase 3 New Towns.

Uiwang City Council (Council Chair Seo Chang-soo) unanimously adopted at the plenary session of the 312th extraordinary session held on the 18th a 'Resolution Urging Inclusion of the Shinbundang Line Extension to Suwon, Uiwang, Gunpo, and Ansan in the Fifth National Railway Construction Plan,' which Mayor Seo Chang-soo initiated.

The resolution requests that the Shinbundang Line extension—spanning a total length of 14.54 kilometers with seven stations, connecting from Gwanggyo Station through North Suwon, Uiwang Station, and the Phase 3 New Towns of Uiwang, Gunpo, and Ansan to Banwol Station—be reflected in the Fifth National Railway Construction Plan (2026-2035).

Uiwang City Council, which had previously voted on and adopted a 'proposal for extending the Shinbundang Line to the Phase 3 New Towns of Uiwang, Gunpo, and Ansan' in December 2024, prepared this resolution to reconfirm the urgency of the project as the Phase 3 New Town development plan has become more concrete and to urge the government to make a prompt decision.

In particular, the Uiwang, Gunpo, and Ansan public housing districts are planned to accommodate approximately 40,000 housing units and an influx of around 100,000 residents, and Uiwang City Council emphasized the need to proactively respond to surging regional transportation demand.

Seo Chang-soo, council chair who initiated the resolution, stated, "We must move away from the approach of preparing transportation measures after move-in to Phase 3 New Towns and, in accordance with the 'infrastructure first, then move-in' principle, first secure regional transportation networks aligned with the move-in timeline," urging the prompt reflection of the Shinbundang Line extension.

He continued, "If the relevant line is implemented, connectivity at Uiwang Station with GTX-C and Seoul Metropolitan Subway Line 1, and at Banwol Station with Seoul Metropolitan Subway Line 4, is expected to greatly improve accessibility to regional transportation in southwestern Gyeonggi Province," and added, "It is also expected to serve as a key transportation axis revitalizing industrial, economic, and cultural exchanges among the four cities of Suwon, Uiwang, Gunpo, and Ansan."

Meanwhile, on August 11, the four municipalities of Suwon, Uiwang, Gunpo, and Ansan jointly issued a joint proposal urging reflection of the project, continuing coordinated responses among local governments.

Through the resolution, Uiwang City Council strongly urged the government to reflect the Shinbundang Line extension in the Fifth National Railway Construction Plan, reflect regional transportation improvement measures for Phase 3 New Towns and expedite related procedures, and actively incorporate opinions from local governments, local assemblies, and residents.

The adopted resolution is scheduled to be transmitted to the National Assembly's Committee on Land, Infrastructure and Transport, the Ministry of Land, Infrastructure and Transport, Gyeonggi Province, the Gyeonggi Provincial Assembly, and local assemblies and local governments nationwide.
