The National Police Agency is deploying approximately 7,800 cumulative police personnel to 28 major crowded areas nationwide, including Seoul's Itaewon, during the Halloween special countermeasure period, mobilizing all resources for comprehensive safety management.

According to the National Police Agency on the 30th, as this year's Halloween coincides with the weekend, large crowds are expected to concentrate during the weekend period, and measures for scene control and accident prevention have been significantly strengthened.

Police are implementing phased vehicle controls based on congestion risk levels, and strictly responding not only to crowd management but also to violent crimes such as weapon-related disturbances and potential terrorism.

Government-level response is also underway. The Ministry of Public Administration and Security will dispatch director-level on-site situation managers to 12 major hubs including Seoul's Itaewon and Hongdae through November 1st, conducting real-time monitoring of on-site conditions and overseeing comprehensive safety management until crowds disperse.

Previously, Police Commissioner Acting Kim Jong-chul visited Itaewon in person on the previous day to inspect safety management conditions and paid respects to victims at a nearby memorial space.
