Gyeonggi Province has compiled a first supplementary budget of 1 trillion 6,237 billion won in response to the Lee Jae-myung administration's emergency budget.

The province is pursuing an additional supplementary budget of 41 trillion scale for residents facing difficulties due to the Middle East conflict, including high oil price damage support of 1 trillion 1,335 billion won, expansion support for The Gyeonggi Pass for public transportation activation of 858 billion won, and support for the "fuel oil, feed, and vinyl" three major packages of 13 billion won for farm management stabilization.

Jung Du-seok, Director of Planning and Coordination at Gyeonggi Province, held a press conference at the Gyeonggi Provincial Government Building on the morning of the 17th and announced that a supplementary budget of 2026 first amendment of 41 trillion 6,814 billion won will be submitted to the Gyeonggi Provincial Assembly. This is an increase of 1 trillion 6,237 billion won from this year's main budget of 40 trillion 577 billion won.

Director Jung stated, "We are rapidly supporting the government's supplementary budget based on responding to high oil prices, stabilizing livelihood for vulnerable groups, and minimizing industrial damage, while concentrating financial capacity on supporting livelihood blind spots missed by government support," explaining the background for the supplementary budget.

This supplementary budget was compiled to support the recovery of residents' livelihoods and local economy, which have contracted due to the prolonged Middle East conflict. The province is implementing livelihood support such as high oil price damage support and small-scale financial support for Gyeonggi residents with very poor credit ratings, guaranteeing residents' right to mobility centered on metropolitan transfer discount support and The Gyeonggi Pass refund expansion, agricultural and fisheries support to respond to oil price increases, and precision support to address blind spots for vulnerable groups.

The 2026 first supplementary budget of 41 trillion 6,814 billion won is composed of 37 trillion 3,378 billion won in general account and 4 trillion 3,436 billion won in special account.

Looking at the main contents, for the role of "livelihood economy breakwater," 1 trillion 1,534 billion won has been allocated, including △high oil price damage support of 1 trillion 1,335 billion won △small-scale financial support for Gyeonggi residents with very poor credit ratings of 30 billion won △maternal and newborn health management support of 123 billion won △Gyeonggi Province veteran merit allowance support of 10 billion won △Gyeonggi Province women and youth menstrual product universal support of 36 billion won.

The budget to guarantee residents' right to mobility totals 1,492 billion won. △Metropolitan transfer discount support of 634 billion won △The Gyeonggi Pass expansion support of 858 billion won and other budgets for promoting public transportation use are also reflected.

For the "fuel oil, feed, and vinyl" three major package support to stabilize farm management, a total of 13 billion won has been allocated, including △agricultural and fisheries workers' tax-free oil support of 7 billion won △African swine fever suspected feed damage support of 4 billion won △rice straw vinyl support for forage production of 2 billion won.

For precision support to address blind spots for vulnerable groups, a total of 45 billion won has been allocated, including △emergency welfare for crisis households of 27 billion won △delinquent taxpayer situation survey support of 17 billion won △special support for cooling costs during extreme heat for women, single-parent, and children facilities of 1 billion won.

The budget bill will be reviewed at the 389th extraordinary session of the Gyeonggi Provincial Assembly to be held from the 21st to the 28th. During this period, the province plans to have sufficient discussions with the provincial assembly, and once the budget is confirmed, each department will establish implementation plans to promote projects swiftly.

Director of Planning and Coordination Jung Du-seok said, "This supplementary budget reflects government supplementary budget projects and is an essential budget needed to recover the livelihood economy," and added, "We will closely consult with the provincial assembly during the review process and thoroughly prepare so that the budget can be implemented swiftly once it passes the review process."
